Why this project is worth a look
Small residential footprint
Mirah identifies ten villas in Ombak Dua, distinct from the 44 homes of the earlier Ombak project. The limited scale is easy to grasp, although it says nothing about how many suitable resale homes are available or whether their designs are identical.
A pool for each home
The developer describes private pools rather than a single shared swimming facility. That supports privacy and day-to-day enjoyment, but a resale purchaser inherits real questions about servicing, equipment condition and responsibility for future repairs.
Facilities beyond the villa
A gym, coworking space, children’s club and round-the-clock security add reasons to consider the development for extended stays. The decisive detail is whether access and the ongoing fees are clearly documented for the particular ownership or contractual arrangement being offered.
An existing development
The developer says the villas have been handed over, and external accommodation and property listings show homes being marketed for use or resale. Buyers can investigate a tangible property; they should still examine its approvals, maintenance history and the seller’s legal position.
About the project
Ombak Dua is a collection of ten private-pool villas in Cemagi, on Bali’s western coastal fringe. It is no longer a conventional new-build purchase. Mirah Investment & Development lists the complex among its operating properties and says the homes have been sold and handed over. Anyone looking to buy now is therefore assessing a particular owner’s resale, not selecting a unit from a developer price list. That changes the essentials: who has the right to sell, what can actually be transferred, how long that right lasts and whether the asking price reflects the obligations attached to the property.

The name needs careful handling. Mirah markets Ombak Dua separately from Ombak Luxury Residence, even though both sit in Cemagi and belong to the same broader Ombak story. Its published figures are ten villas for Ombak Dua and 44 homes for Ombak Luxury Residence. Ombak Dua is presented as the smaller follow-on development, not a new name for all the earlier homes. Third-party accommodation descriptions sometimes mix the names, which makes a numbered unit and its documents far more useful identifiers than a booking-page headline. There is no substantiated reason to split the ten-villa development into further stand-alone projects.
The developer’s operating portfolio gives a notably specific location: Jalan Pratu Rai Madra, Banjar Mengening, Cemagi, Mengwi, Badung. This is a coastal settlement outside Canggu’s busier hospitality core. It may suit a buyer who wants a residential base with space and a private pool rather than nightlife on the doorstep. It is less persuasive for someone who needs predictable short journeys every day. Mirah advertises an approximately fifteen-minute drive to Canggu, but that should be treated as its own general marketing guide, not a measured commute under all traffic conditions. A practical visit should test the routes that matter to the household.
Sea views and rice-field scenery are central to the development’s presentation. They are also among the features most likely to differ by unit. Mirah describes coastal panoramas; an individual resale advertisement emphasises its outlook over fields. One description does not invalidate the other, but neither proves that every room in all ten villas has an unobstructed ocean view. Buyers who place a premium on the landscape need to look from the exact terrace, poolside and bedrooms, then consider the adjoining plots. An attractive outlook today should not be confused with a documented restriction on future neighbouring construction.
The villas are described by Mirah as finished, furnished homes with contemporary architecture and Balinese design touches. Private pools are a core feature. Shared amenities advertised for the complex include security around the clock, a gym, coworking facilities and a children’s club. Together they create a different proposition from an independently managed villa down the road: owners may enjoy a more organised residential setting without abandoning the space of a detached home. But a list of amenities is not an operating agreement. The rights of a resale buyer, the service budget, access rules, opening arrangements and allocation of future repair costs still need to be established.
There is some independent evidence that villas bearing the Ombak Dua name are in practical use. Real Magick Indonesia offers a three-bedroom Ombak Dua Villa in Cemagi for stays, describing a private pool, a fitted kitchen and guest services. This is more meaningful than an artist’s impression, although it is a narrow piece of evidence. It shows a market-facing accommodation offering, not audited occupancy or income across the estate. The listing also does not establish that every owner has the same rental permissions, uses the same operator or receives the same services. Owner-occupation and operating a visitor accommodation business are separate questions.
A more immediate resale lead appeared in Indonesian property listings updated on 26 September 2026. Advertisements placed by Ray White representatives describe a furnished two-level villa associated with Ombak Dua, with 202 square metres of land, a reported building area of 242 square metres, a private infinity pool and an upper-level lounge. The asking price is IDR 10 billion. That figure is a seller-side quotation for an advertised villa, not the developer’s current entry price and not a completed sale. Similar listings across platforms may represent the same property or agency stock syndicated several times. They should not be counted as multiple independently available villas.
The listing details are not entirely consistent. Their shared headline refers to three bedrooms and some records show three bedrooms and three bathrooms, yet another version reports one bedroom in its structured specifications while repeating much the same description and asking price. This matters because published floor area alone says little about whether a house works for a family, guests or long-stay tenants. A room inventory, the actual floor plan and confirmation of which spaces are legally approved for use would resolve the point. For now, the three-bedroom example is useful market evidence, but it is not a verified development-wide unit schedule.
The more consequential inconsistency lies in the tenure description. The agent’s text says the advertised property is offered on a contractual lease running until 10 September 2052. One property portal labels the certificate field Hak Pakai, an Indonesian land-use title; another version simply categorises the certificate as “other”. A lease agreement and a registered land title are not interchangeable. Until the underlying title, the actual contract and the identity of the contracting parties are available, the advertised end date and certificate labels should not be treated as proof of the buyer’s rights. Nor should a possible extension be priced into the property unless its terms are enforceable and documented.
Indonesian land law makes that distinction particularly important for foreign purchasers. Hak Milik, the land ownership title, is not a title that a foreign individual may simply register in their own name. Other rights and arrangements may be available subject to their legal conditions, including Hak Pakai in qualifying circumstances. Government Regulation No. 18 of 2021 sets out the wider land-rights framework, with ministerial rules governing relevant procedures. The correct path depends on the land beneath this villa, its registered holder, the purchaser’s circumstances and the proposed transaction. A generic promise of foreign ownership says very little without that chain of evidence.
Mirah’s role should also be stated precisely. Its own publications establish the Mirah Investment & Development brand as the company presenting Ombak Dua in its development portfolio. That is not the same as establishing the registered landowner or the person legally entitled to convey a specific home in a secondary sale. The developer’s corporate identity, a project company, a land-title holder, a villa owner and a marketing agent may all be different parties. An international buyer needs to understand these relationships before any reservation money is sent, especially when the proposed payee is not the party identified in the transfer documents.
The project is described as delivered and operating, but no project-specific PBG building approval or SLF certificate of fitness for use was available for review in the public material examined. These are different forms of evidence from a developer’s completion claim. Indonesia’s building-administration system distinguishes approval to build from confirmation that a building is fit for its intended use. The documents may exist privately; our inability to inspect them is not a finding that the property lacks approval. Land-use compatibility and any permissions required by the intended rental business deserve the same distinction between a marketing statement and verifiable authorisation.
Running costs are a practical issue in a compact private-villa estate. A pool requires servicing; gardens, security and communal spaces need ongoing maintenance; equipment eventually needs replacing. The public project material does not give a verified service-charge schedule or establish whether every amenity is included for each subsequent purchaser. If the home is let, management fees, agent commissions, housekeeping, utilities, insurance, repairs, tax obligations, marketing expenditure and vacant periods all stand between gross rent and the owner’s actual result. Mirah also promotes investment returns, but no independently verified returns or binding guarantee for Ombak Dua were identified, so none should be assumed.
Resale liquidity deserves a realistic view. The development’s small scale and its sold-out status tell us about original supply, not how easily an existing owner can sell. A buyer’s eventual exit will depend on the precise tenure, the time left on it, service commitments, property condition and the number of qualified purchasers for that form of interest. The 2026 asking price is informative precisely because it is concrete and dated. It is not sufficient evidence of capital growth, a market-wide price floor or a successful future sale. Any financial model should be built around the actual legal interest and verified recurring costs rather than promotional occupancy assumptions.
There is a sensible case for evaluating Ombak Dua as a home: a private pool, an established development, shared family and work facilities, and a quieter coastal setting can be an appealing combination. It is much harder to describe it as a straightforward investment before the relevant paperwork has been produced. The decisive questions concern the individual villa, not the brochure: the registered land right, the contract being assigned, the permitted use, outstanding fees, operating arrangements and the obligations that follow the buyer. Once those are known, the IDR 10 billion resale quotation can be assessed against genuinely comparable properties rather than against marketing claims.

Location
- The developer’s operating portfolio identifies Jalan Pratu Rai Madra, Banjar Mengening, Cemagi, Mengwi, Badung. It does not establish the boundaries or coordinates of an individual resale parcel.
- The setting is coastal, with the developer emphasising ocean and rice-field scenery. The outlook must be assessed at villa level and cannot be inferred from the development name.
- Mirah’s fifteen-minute Canggu travel claim is a promotional guide only. Regular school runs, medical trips and daily errands need to be checked against actual routes and traffic conditions.
- Cemagi falls within Mengwi district in Badung Regency. Canggu and Pererenan may appear as more familiar area references in advertising, but the development itself is identified by the developer as being in Cemagi.

Best for: For someone spending substantial parts of the year in Bali, a private villa within a serviced residential setting may offer a workable compromise between privacy and convenience. The value depends on what access, maintenance and security arrangements transfer with the home.; Families looking beyond Canggu’s busiest streets may appreciate Cemagi’s location and the combination of a pool and shared facilities. A decision still turns on the real bedroom plan, pool safety, school journeys and the physical condition of the specific house.; Buyers unwilling to take construction-delivery risk can investigate an existing development rather than rely on projected handover dates. That advantage does not remove title, building-compliance or resale-contract risk; it simply changes the nature of the due diligence.; A rental-minded buyer may consider Ombak Dua if the selected villa has documented permission for the intended use and an accountable management arrangement. Public evidence of homes being offered to guests is not a substitute for operating statements and verified net income.; may not suit: This is not a suitable search for buyers expecting an open developer inventory, a published construction payment plan or a menu of interchangeable new villas. The initial stock is reported sold out, leaving individual resales as the relevant route.; It will disappoint anyone expecting a guaranteed rental return or automatically transferable foreign land ownership. Neither an income guarantee nor the specific legal interest available to a foreign purchaser has been established from the public evidence.; Buyers who require walkable urban conveniences or a legally protected ocean view from every living area should not rely on the development’s broad location and scenery claims..
