Forty homes create a very different living environment from a master-planned development with hundreds of units. The trade-off is straightforward: fewer shared facilities, but a community that is easier to inspect and understand. The condition of the entrance, internal roads, pool and landscaping tells a buyer more about current management than a historic amenities list does.
The asset is visible now
This is essentially a resale market, so the buyer can inspect the actual building, plot, pool and neighbours before committing. That removes construction-delivery uncertainty, but it replaces it with condition risk. A 2014 house deserves a careful look at waterproofing, drainage, pool equipment, air-conditioning, renovations and any changes made after the original build.
No single project price
Verified asking prices range from THB 6.9M to THB 9.9M for materially different houses. Plot size, living area, bedrooms, pool, furniture and renovation quality all change the value proposition. A buyer should benchmark the exact house rather than use a generic Panalee Village average as if every property were interchangeable.
Suburban Pattaya living
Huai Yai offers a quieter, lower-density base with driving access to Na Jomtien, Jomtien and central Pattaya. The location is better suited to someone comfortable using a car than to a buyer seeking a walkable beach-and-retail lifestyle. That distinction matters more in daily use than a few minutes of difference in advertised driving time.
Land changes the legal work
A foreign buyer is not dealing with the condominium foreign-quota route here. The land and building must be analysed separately, and the seller's existing Thai-name or company-name holding structure should not simply be copied. The title, current owner and proposed lawful structure need transaction-specific legal review before a deposit is treated as safe.
About the project
Panalee Village is a small gated housing community in Huai Yai, south of central Pattaya. The first job for a buyer is to make sure the property has been identified correctly because the same developer has several similarly named schemes in the area. Panalee 1 and Panalee Banna Village are separate, much larger projects, while Ban Panalee appears in current portals as another, later development. The project covered here is the 40-home Panalee Village, also called Baan Panalee Village on some agency pages. The 40-home count is repeated by Cornerstone, PropertyScout, FazWaz and other portals, which gives a much firmer identity marker than the name alone.
The online construction record is inconsistent. Cornerstone says the village was completed in 2014; PropertyScout gives the same completion year and the same 40-unit count; a current Thailand-Property resale page also describes Panalee Village as a completed 2014 development. FazWaz and sites drawing from its project database still label it off plan. In practical terms, buyers are looking at existing houses that are being resold and rented, not a site where the decision depends on a future handover. For that reason this record treats the project as completed in 2014 while preserving the portal conflict as an unresolved data issue. The legal and physical status of the particular house still needs to be checked from its documents rather than inferred from a directory label.

The village is compact by Pattaya suburban standards. Cornerstone describes two landscaped internal streets serving 40 houses. Confirmed shared features across the project profiles include a communal swimming pool, controlled entry, 24-hour security, CCTV, parking and landscaped common areas. This is not a resort-scale estate with a long list of managed amenities. That can suit an owner who values a simpler residential environment, but it also means the condition of the essentials matters more than the number of facilities on a brochure. With a development dating from 2014, an in-person look at the roads, drainage, security operation, pool and common landscaping is more informative than an old marketing specification.
There is no reliable original developer schedule of house types available in the sources we found, so the resale stock should not be mistaken for an official floor-plan catalogue. Verified examples show meaningful variation inside the village: a three-bedroom, two-bathroom house with 140 sqm of living area; another three-bedroom, two-bathroom house with 165 sqm inside on a 476 sqm plot; and a four-bedroom, three-bathroom house with 215 sqm of living space. Some listings include private pools, but a private pool is clearly a house-level feature rather than something proven for every home. Buyers therefore need to compare each property as a package of building size, land, renovation standard, pool, furniture and legal position.
The lower sale reference found for this review is THB 6.9 million for a three-bedroom 140 sqm house. A separate three-bedroom resale is marketed at THB 7 million with 165 sqm of indoor space, a 476 sqm plot and a private pool. A four-bedroom 215 sqm house on a larger plot has been offered at THB 9.9 million. These are useful real-market anchors, not a project price list. Panalee Village is an established secondary market in which individual owners are selling properties with different plot sizes, upgrades, furnishings, pools and ownership histories. A buyer should compare the actual asset being offered rather than assume that two houses with the same bedroom count should trade at the same price.
The project sits in Huai Yai, Bang Lamung District, Chon Buri. Hipflat lists the address as 15/83 Panalee, Huai Yai, Bang Lamung, Chon Buri 20150, and Longdo Map separately maintains an approved Panalee village place entry in Huai Yai. Project profiles place Na Jomtien Beach about 2.8 km away and U-Tapao International Airport roughly 34 km away. Cornerstone describes Jomtien and South Jomtien as around a ten-minute drive and central Pattaya as roughly fifteen minutes away. Those timings are traffic-sensitive, but the broader point is clear: this is a car-oriented suburban location. It provides access to the coast and Pattaya without putting the house in the dense city core, but most owners will still rely on a vehicle for daily trips.
The developer is consistently identified as T-balance Property.,Ltd. A Thai corporate database records T - BALANCE PROPERTY CO.,LTD. under registration number 0205553023864, registered on 8 November 2010 and currently active, with an address in Huai Yai. That confirms that the named corporate entity exists; it does not validate every historical project document or every resale transaction. A secondary-market purchase needs its own document trail: the registered land owner, title document, encumbrances, building rights, any outstanding community charges and the identity of the party receiving the purchase money. A buyer should not substitute a developer name or an agent listing for those checks.
Foreign ownership is the main legal fork in the road for this type of property. Panalee Village consists of houses with land, and the normal Thai rule does not allow a foreign individual to take ordinary direct ownership of land simply by buying a villa. There are narrow statutory exceptions, but they are not the routine villa-purchase route. Current Panalee Village listings use descriptions such as Thai-name ownership or company-name ownership, yet those labels describe the present holding structure of a specific resale property. They are not automatically a lawful, appropriate or transferable solution for the next foreign buyer. Before paying a deposit, the buyer needs a clear answer on who owns the land and building today and what legal structure is actually proposed for this transaction.
Because Panalee Village is an existing community, due diligence is unusually tangible. You can inspect the actual house, land, pool, roof, drainage, plumbing, electrical systems and neighbouring properties instead of relying on renderings. That advantage comes with a different risk profile: a house completed around 2014 may have had renovations, extensions or equipment replacements that vary from owner to owner. Two similar-looking homes can carry very different near-term maintenance costs. The lower asking price should therefore be tested against the condition of the building, pool plant, air-conditioning, waterproofing and any alterations, as well as the legal file.
For an owner-occupier, Panalee Village can make sense if the priority is a detached home, private outdoor space and a quieter Huai Yai setting while keeping Pattaya and Na Jomtien within driving reach. The gated format adds a layer of shared security without turning the property into a high-density condominium. The investment case requires more caution. We found no verified project-wide rental guarantee, standard management programme or contractual yield. Rental performance will depend on the individual house, private pool, furnishings, maintenance, village rules, seasonality and the tenant segment it can realistically attract. It should be underwritten from current comparable rents and costs, not from a generic return claim attached to the Pattaya villa market.
