The building exists, the common areas are operating, and the homes on the market are resales. A buyer can inspect the actual unit, compare its condition with competing units in the same building, check noise at different times of day and review the juristic-person records before committing. The government EIA database identifies SEA SARAN CONDOMINIUM in Bang Sare, Sattahip, Chon Buri and records the project as approved and operating. Current developer material links the property to Sisaran, while the original EIA filing uses the Sisaran Development legal name.

The strongest current project data points to one low-rise building with 184 units over eight floors, completed in May 2018. For Pattaya, that is a relatively compact scheme rather than a high-density resort tower. The scale can be attractive to buyers who dislike very large complexes, but a smaller building is not automatically better managed. After several years of occupation, management quality, maintenance discipline, owner participation and the mix between long-term residents and short-term guests matter more than launch-stage specifications. The advantage is that these are observable. You can see whether corridors and lifts are maintained, whether the rooftop facilities are genuinely usable, and whether the building feels calm or transient before you decide which unit deserves further due diligence.

That address matches the physical condominium location shown by current mapping results. Older marketing material carries a different Sukhumvit Road address, which is why the title deed for the selected unit should remain the final reference for a transaction. What matters for lifestyle is clearer: this is Bang Sare, not central Pattaya and not Jomtien. Bang Sare has its own beach, local restaurants, markets and everyday services, with Sukhumvit Road providing the main regional connection. Buyers who want a quieter coastal base may like that separation. Buyers who expect to walk out into a dense urban district of malls, nightlife and international services will find the setting much more local and spread out.

Sea access is one of the project's obvious location advantages, although the published distance is not perfectly consistent. Early Sisaran and Thai project material described the beach as roughly 250 metres away, while newer portals and map-based descriptions place it closer to about 400–800 metres depending on route and starting point. In practical terms, it is still a short local walk for many residents, but the difference matters in heat, rain or when carrying groceries. A sensible viewing should include the walk itself rather than relying on a single marketing measurement. It is also worth checking the routes you would use most often: the local market, convenience stores, clinics, favourite restaurants and the road connection toward Pattaya or U-Tapao.

The original unit mix is unusually useful because a Thai project database preserved the launch-era layouts. It shows studios of about 24–25.12 square metres, one-bedroom homes of about 46.03–49.69 square metres, and two-bedroom homes of about 64.35–74.37 square metres. Current resale advertising broadly supports those sizes at the smaller and larger ends: recent units include studios around 24.36–24.52 square metres and a two-bedroom home around 73.98 square metres. At the same time, some portal records use different bedroom labels or implausible floor information. That is a reminder not to treat syndicated listing metadata as the legal description of the unit. For a resale purchase, the registered area, floor, title deed and actual internal layout should all match before price comparisons are taken seriously.

The communal facilities are concentrated around a resort-style rooftop rather than a huge ground-level amenity estate. Published project information shows a rooftop swimming pool, roof garden and gym, with the lobby and reception on the first floor. Other repeatedly listed features include a sauna, barbecue area, parking, access control, CCTV, 24-hour security, laundry or housekeeping services and a shuttle service. FazWaz also records two passenger lifts. The checklist for a 2018 building should go beyond whether these amenities exist. Inspect pool waterproofing and deck condition, check lift performance, ask how often equipment is serviced, see whether parking is realistically available at night, and confirm which services are included in common fees versus charged separately.

Pricing is a resale question rather than a developer price list. A DDproperty listing published on 19 August 2026 advertised a 24.36-square-metre studio at THB 1.1 million. Other 2026 market evidence includes a studio around 24.52 square metres at THB 1.199 million and a roughly 74-square-metre two-bedroom unit around THB 3.499 million. Those figures establish a useful range of real asking prices, but they are not interchangeable. Furniture, renovation quality, view, floor, ownership status and urgency of the seller can move the price considerably. A low entry price may be attractive, yet a neglected unit can quickly absorb the apparent saving. The right comparison set is several available units with similar size and ownership status, not a single building-wide average.

Foreign ownership needs a unit-specific check. Thailand's foreign freehold quota remains capped at 49% of the total condominium area, and the juristic person issues the confirmation used for transfer. Sea Saran's resale market includes units explicitly advertised as foreign-owned or within the foreign quota, which is useful evidence that foreign freehold exists in the building, but it does not guarantee that every unit can be transferred that way today. Before paying a reservation or deposit, the buyer should confirm the selected unit's title, the current foreign-quota position, outstanding common charges and the seller's authority to transfer. If freehold is unavailable and a lease is proposed instead, that should be analysed as a different legal product rather than a substitute label for ownership.

Operating costs deserve their own verification because public sources are not aligned. Some databases quote a common-area fee of THB 35 per square metre, while another project source lists THB 40. There is no sensible reason to average those figures. The current juristic-person statement should show the actual rate, any arrears attached to the unit, sinking-fund position and any approved special assessments. This matters more in a completed building than it did at launch. Sea Saran has been operating since 2018, so lifts, pumps, roof waterproofing, pool systems, façades and common finishes are all part of the ownership story. A well-run building can manage ageing predictably; a weakly funded building can turn a cheap purchase into a series of unplanned bills.

For day-to-day use, Sea Saran makes the most sense as a quieter coastal base with access to Pattaya rather than as a substitute for central Pattaya living. Bang Sare offers a slower local rhythm, seafood restaurants, its own beach and a small-town centre. The regional road network keeps larger destinations within driving reach, but buyers should assume regular transport for major malls, specialist healthcare, many international schools and central-city entertainment. That trade-off is part of the value proposition. Someone spending winters by the sea or wanting an uncomplicated second home may appreciate the setting. Someone who plans to live car-free and expects dense urban convenience should test the location carefully before focusing on the attractive headline price.

From an investment perspective, the completed status is more useful than old yield promises. Historic marketing around Sisaran projects refers to rental management and returns, but a 2026 buyer should underwrite the unit from current evidence: acquisition price, achievable rent for a comparable unit, management commission, vacancy, maintenance, furniture replacement, common charges and transfer costs. Short-term accommodation listings show that units in the building are used by visitors, while conventional rental portals also show longer-term demand. That mix can create flexibility, but local rules, juristic-person policies and the chosen management arrangement still need confirmation. If the deal only works when an old advertised yield is assumed, it is not a robust investment case.

Sea Saran's strongest quality is that the important questions can be answered before purchase. You can inspect the exact apartment, compare several resales, walk to the beach, test the route to Sukhumvit Road, see the rooftop at busy and quiet times, and request the building's current legal and financial documents. Its limitations are equally visible: the building is no longer new, the archive contains conflicting unit-count and address data, public common-fee figures differ, and central Pattaya requires a drive. For a buyer willing to evaluate a specific unit rather than buy the project name, those are manageable issues. The decision should be based on the 2026 condition and documentation of the chosen home, not on the launch story from a decade ago.

Ownership format

Foreign freehold ownership is possible only within the condominium's 49% foreign quota. If quota is not available for the selected unit, a foreign buyer cannot register that unit in their own name as freehold; any leasehold or other lawful structure must be assessed separately and should not be treated as equivalent ownership. Current Sea Saran resale listings include units explicitly marked as foreign-quota or foreign-owned, so the status must be confirmed unit by unit.
