Other established profiles refer to 32 storeys and 324–328 homes. For a resale buyer, the practical issue is not which marketing date is preferred. The important documents are the title date, ownership history, any registered encumbrance, outstanding management charges and the seller’s authority to transfer the exact unit being offered.

The residential component includes studios and one-, two- and three-bedroom apartments. A verified CAM Realty listing, for example, presents a furnished studio of about 34 sqm with a kitchen and balcony. That furniture package and interior condition belong to one resale unit; they should not be treated as a standard specification for every apartment in the building.

Two- and three-bedroom units occupy a very different scale and may work as family homes or longer-term rentals. The published size spread within each category is wide, so a ‘two-bedroom’ description is not enough for comparison. Net area, bathroom count, balcony depth, window orientation, proximity to lifts and plant rooms, and the condition of finishes after several years of use all need to be reviewed for the individual property.

Verified photography shows an outdoor swimming pool, landscaped areas, circulation decks and a children’s play space. Project and leasing sources also list a fitness centre, lifts, parking, 24-hour security, CCTV, fire alarms, sprinklers and backup power. These are useful building-level facts, but access terms may change. Opening hours, guest policies, current fees and whether pool or gym use is included in the management charge must be checked with the present operator.

The mixed-use format is central to the project. Residents share the wider complex with office occupiers, commercial tenants and service businesses. That creates more daytime movement than a purely residential tower and may affect lift lobbies, access control and parking at busy periods. The other side of the trade-off is an established address with regular commercial activity and a broader range of users who already know the building.

Test the mixed-use building during business hours and in the evening

Do not limit the inspection to the apartment. Follow the actual route from the vehicle entrance and security desk to the residential lift, parking space, pool and unit door using the access cards the seller says will be transferred. Establish whether resident circulation is separated from office visitors and short-stay guests, whether the correct lift can be called without staff assistance, where deliveries are received and how guest access works.

Repeat a short visit during a working period and in the evening. This reveals entrance and lift congestion, noise from commercial occupiers, residential-floor privacy and the real performance of access control more reliably than an amenity list. Compare what happens on site with the internal regulations: a convenient informal practice may change, whereas the owner’s right should be evidenced in the governing documents.

Koh Pich has developed into a major high-rise and business cluster in central Phnom Penh. Diamond Twin Tower sits on Sopheak Mongkol Road in Tonle Bassac, Khan Chamkarmon. The setting is urban rather than secluded: it provides access to the city’s main commercial and leisure districts, while also bringing dense construction, event traffic and continuing development on nearby sites. Buyers looking for a quiet, low-rise residential environment should treat that character as a real constraint.

Views vary materially between units. Apartments may face the river corridor, the city, neighbouring towers or the internal amenity areas. A high floor does not automatically guarantee a permanently open outlook, particularly in a district that continues to develop. Remote buyers should request a current video recorded inside the exact apartment, with every window and balcony shown, rather than accepting a generic skyline image from another unit.

Pricing depends on size, tower, floor, orientation, title status, renovation condition and furniture. A lower linked listing on realestate.com.kh was advertised at about $90,000 for a studio-format unit, while the main development profile showed a higher figure. This is a resale-market anchor, not a developer price or a promise of available stock. The unit, area, title, taxes, commission, furniture and outstanding charges must all be reconfirmed before the figure is used in a transaction.

Buying in a completed building is different from entering a construction-stage project. There may be no long developer instalment plan; negotiations are usually with an individual owner or their authorised agent. The advantage is that the finished product can be inspected and an existing title can be requested. The disadvantage is that every apartment has its own history of occupation, leasing, repairs and payments, which a generic project profile cannot resolve.

How to clear the seller’s building liabilities before completion

Before releasing the final balance, request a dated statement from the building manager for the selected unit. It should show service charges billed and paid, separate parking or access fees, utility balances, penalties and any other amount the operator associates with the apartment. The SPA or a separate settlement schedule should allocate liabilities arising during the seller’s ownership, transfer-related charges and the remedy if an earlier debt appears after completion.

A safer structure is to make part of the final payment conditional on a management clearance and delivery of the supporting receipts. Cambodian law requires co-owners to contribute to maintenance of common areas. Without written reconciliation, a buyer may face an immediate dispute with management even where the underlying charge arose before the transfer.

The ownership structure needs careful document review. Public pages use terms such as freehold, hard title and strata title, sometimes without explaining the distinction. A suitable apartment is not defined by bedroom count alone. Confirmed net area, a transferable title, an acceptable view, working systems, no unpaid charges and clear management rules are all part of the decision. Availability and pricing should therefore be discussed at unit level rather than inferred from an average project description.

What the resale handover record should include

The handover record should identify the tower, floor and unit number exactly as they appear in the title and SPA, then itemise everything transferred with the apartment: keys, access cards, remotes, mailbox, parking entitlement, furniture, fitted appliances, air conditioners, meters, manuals and available warranties. Record the condition of each material item and attach photographs so that a listing phrase such as ‘fully furnished’ does not replace an agreed inventory.

The same pack should include meter readings, management clearance, recent invoices, building-management contacts and the tenant file where the apartment is sold with an existing lease. Before signing, establish whether the advertised parking is a transferable right or current written permission, rather than a space the seller has merely been allowed to use informally.
