Why this project is worth a look

A surf-driven setting

Kedungu offers a coastal experience that is quite unlike a central Canggu address. Its appeal may be stronger for guests planning their days around the ocean, although that does not create a full-service neighbourhood outside the property gates.

About the project

Baza Kedungu is an apartment-hotel development under construction near Kedungu Beach, in Bali's Tabanan regency. Its proposition is quite specific: small furnished units, shared hospitality facilities and a setting associated with surfing rather than the nightlife of central Canggu. Buyers are not choosing a detached villa or a conventional city condominium. They are buying into a planned managed property, with the convenience and dependence on an operator that such an arrangement entails. Bali Baza Development advertises 58 apartments and targets the second quarter of 2027 for construction completion. The residence has not yet been demonstrated to be an operating hotel.

The project's identity is well supported. It appears on Bali Baza's own website and across several independent property catalogues under the names Baza Kedungu, Kedungu Baza and Baza Bali Kedungu. Bali Baza Development is the identifiable developer brand; its website also carries the name PT BALI BAZA DEVELOPMENT. That public declaration is useful, but it does not independently establish which entity owns the land, will sign a buyer's agreement or can lawfully receive each payment. A developer's wider portfolio gives some context about the brand, not a substitute for project-specific land and contract documents.

Location descriptions are more precise than the usual vague 'near Canggu' label. Multiple listings place the development on Jalan Pantai Kedungu, in Belalang village, Kediri district, Tabanan. Estatewin Bali provides the address Jl. Pantai Kedungu No. 99. A separate listing supports the street and village, although no publicly inspected cadastral record ties house number 99 to the actual development plot. That distinction matters for due diligence and for anyone relying on a map pin to value the property. Advertised beach distances vary from roughly 400 to 450 metres; the route from the eventual entrance has not been verified on site.

Kedungu offers a different everyday experience from Bali's more built-up rental districts. The area is known for surf-oriented beach life and a coastal village setting, with rice fields and relatively low-rise surroundings. A guest may welcome that slower pace for a week or two, while a resident staying for months may care more about transport, medical access, groceries and reliable work facilities. Ocean proximity is not the same as safe swimming conditions, and a location promoted for surfing can be less suitable for a traditional beach holiday. Likewise, photographs of sea or rice-field views cannot establish what will be visible from a particular floor or apartment after the surrounding area develops.

Most of the promised on-site features follow the hotel concept. The materials reviewed describe an infinity pool, gym, rooftop terrace, café, reception and concierge services, laundry, parking and surf-related retail. These are facilities in the proposed development, not services independently confirmed to be open. Operating hours, access rights, service charges and the allocation of parking spaces remain contractual matters. They also affect the economics of a modest studio: a purchaser may be relying on attractive common areas to make a small private unit enjoyable, while contributing to the costs of keeping those common areas in good condition.

Apartment sizes span substantially different products. The developer publishes a general apartment range of 29.8–64 square metres, studios advertised at around 30 square metres, a 87.4-square-metre Honeymoon Suite and a 87.1-square-metre Presidential Suite. Estatewin offers a 29.4-square-metre studio, while individual Balinsky listings show one-bedroom apartments around 39 square metres. There is a notable labelling discrepancy: one broker describes a 87.4-square-metre unit as having two bedrooms, while another markets a Honeymoon Suite of the same area with one bedroom. These could be different configurations, but the evidence does not resolve the issue. Unit identifiers and signed plans matter more than broad category names.

For compact accommodation, usable design can be more important than a headline area figure. A studio with an awkward kitchenette, little storage or poor daylight may be much less useful to a guest than another studio with almost the same stated size. A one-bedroom plan should genuinely separate sleeping space if it is being sold as such. Larger suites raise questions about private terraces, hot tubs and whether outside areas are counted in the published figure. We did not find a comprehensive, independently confirmed net-area schedule. It would be misleading to invent internal floor space or rank these heterogeneous apartment types on an assumed price-per-square-metre basis.

There is meaningful evidence of construction activity, though not of completion. A progress report covering May 2026 described three active building blocks. One had reached work on its third floor, another its first floor, and the third remained at basement level. A listing service reported construction at about 35%, without a clearly verified measurement date or methodology. Neither source amounts to an October 2026 engineering certification. Until dated progress documentation and handover criteria are available, 'under construction' is the defensible description. A completed structural frame on one block would not prove that common facilities, services and all apartments are ready for occupation.

The schedule is another area where a buyer should resist treating every date as equivalent. Bali Baza's project page gives Q2 2027 as the intended completion period. Some sales portals still say Q1 2027, and older partner material contains an even earlier timeline. The more direct developer source is the better current reference, but it remains a target rather than an observed delivery. There may also be a gap between construction handover and hotel launch. A separate sales microsite refers to a proposed operator launch towards the end of Q3 2027, without a publicly available final operating agreement. Rental cash flow cannot be assumed to begin on the date in the construction brochure.

The legal offer is described by the developer as a long-term contractual lease running until 2053, with priority renewal for another 30 years. This should not be confused with an individual foreign buyer receiving freehold title to Indonesian land. The value of the lease depends on the precise starting and ending dates, permitted uses, ability to assign the remaining term and the legal mechanics of renewal. 'Priority' is not a promise of renewal at a fixed price; those rights are only as strong as the signed wording and the rights of the landlord. We were not able to inspect the property's land certificate or the contract that would establish the buyer's position.

Indonesian regulation distinguishes rights over land, rights associated with apartment units and contractual leases. Government Regulation No. 18 of 2021 is a relevant national framework, but it does not determine the buyer's entitlement in this development without examining the actual legal structure. The project is currently marketed as leasehold, so it would be wrong to portray it as registered ownership of a condominium unit. The essential questions are whose land title underlies the transaction, which entity grants use of the unit, whether the lease and any onward assignment can be enforced, and what survives if a management or development relationship changes.

Building approval and operational licensing are separate issues. Bali Baza says it has obtained PBG building approval, and a March 2026 developer news item reposted by Balinsky cites the reference SK-PBG-510206-11082025-009. We did not inspect the permit itself or a matching government record, including the approved building function and site boundaries. PBG is not an SLF certificate confirming a completed building is fit for use. Nor does it by itself resolve zoning or a hotel operator's right to run short-stay accommodation on this plot. Those questions deserve special attention because a managed holiday apartment relies on the property's lawful use as a hospitality business.

Price information needs equally careful reading. A recent October 2026 version of the specific project page advertised entry from IDR 1.73 billion, while Bali Baza's main website still showed IDR 1.58 billion. Individual agency offers in US dollars relate to particular units and different update dates. These figures should not be merged, converted at an assumed exchange rate or presented as confirmed current availability. The final cost also depends on tax treatment, legal fees, the currency and schedule of contractual payments, furnishing specifications and any compulsory operating charges. An entry price is a useful starting point for conversation, not a quote for an identifiable apartment.

Several advertised payment arrangements also need to be separated from what a buyer can rely on. A project sales microsite and Nuanu's partner material describe a 50/25/25 instalment plan; the partner material additionally describes a 30% deposit with later construction-stage payments. We found no signed, unit-specific payment schedule. The same partner material discusses a 20% management share of rental revenue, extra cleaning and maintenance costs and an arrangement for pooling returns between similar units. That is commercially significant, but it is not a verified owner contract. A proper rental projection needs the actual operator, fee definitions, reserve funding, occupancy assumptions, taxes, maintenance liabilities and the way receipts are allocated to each owner.

Baza Kedungu is best understood as an unfinished, service-led hospitality proposition. Its appeal is a compact coastal base and the possibility of delegated rental operations once the property is ready. The trade-off is dependence on construction delivery, the legal lease structure and a management system that is not yet operating under published terms. Those uncertainties may be acceptable to a patient buyer who wants this particular setting and is prepared to examine the contracts. Someone seeking immediate use, independent control of their apartment or a proven stream of rental income would need stronger evidence before treating this project as a suitable purchase.

Best for: Surfers and coastal-lifestyle buyers who want a small base near Kedungu Beach and are comfortable using transport for some errands. The neighbourhood's character is likely to matter more to them than a long list of walkable urban amenities.; People who prefer one managed apartment to a detached villa with a private pool and garden. The practical benefit depends on the common facilities being delivered and the ongoing charges being reasonable and transparent.; Buyers considering delegated holiday rentals rather than handling guest messages, bookings and cleaning themselves. They still need to know who operates the property, what commercial permissions apply and how gross revenue becomes the owner's net proceeds.; Patient buyers with flexibility on the timing of personal use or rental income. A development-stage purchase requires room for construction delays, fitting out and a possible gap before a functioning hospitality operation begins.; Investors who are comfortable evaluating a time-limited contractual lease, its remaining term to 2053, its transferability and renewal process, rather than treating the purchase as a perpetual property title.; Anyone needing an apartment to occupy now. The project remains under construction, with no independently inspected completion or operating certificate.; Buyers seeking assured rental percentages, effortless resale or a renewal price fixed by marketing copy. None of those outcomes has been established in an executable unit contract.; Owners who insist on independently controlling all short-stay bookings and choosing any management provider. Partner materials describe mandatory central management, but the owner agreement is not public.; Long-term residents who require generous indoor space, an established walkable service network or proven quiet conditions throughout the buildings. A compact aparthotel does not automatically supply those benefits.; may not suit: .
