About the project
R&F City is a large completed residential development on Samdech Hun Sen Boulevard, commonly known as the 60-metre road, in Sangkat Chak Angrae Leu, Khan Mean Chey. It is not a single tower but a broad cluster of residential buildings with landscaped grounds, sports facilities, commercial space and an active internal rental market. Scale shapes both sides of the proposition: residents gain more services and unit choice, while owners compete with a large supply of similar apartments.
Public sources identify R&F Properties (Cambodia) Co., Ltd. as the developer, linked to Guangzhou R&F Properties. The scheme was one of the most visible Cambodian projects launched by a major Chinese real-estate group. Brand recognition helps identify the development, but it does not replace unit-level due diligence. The SPA seller, title holder, authorised signatory, payment account and selected apartment details must form one consistent legal chain.

Open sources disagree on the master-plan structure. ERA Cambodia states 33 floors and 5,236 units, while a recent MY SG Property profile describes 5,232 units across 20 towers of 33 storeys. Rumavi instead refers to six residential towers rising to 50 floors within a wider mixed-use precinct. The pages are likely drawing different boundaries around phases, residential clusters, hotel and service components. The registry keeps the most repeated 33-floor and 5,236-unit description for the main R&F City scheme, while requiring the selected building to be identified separately.
Completion dates also differ. Rumavi gives Q2 2021, ERA gives Q1 2022, and other profiles describe the main phase as substantially completed around 2020–2021. By 2026 the difference between those quarters is no longer an off-plan delivery risk because apartments are occupied, sold and rented. It still demonstrates why the general project date cannot substitute for the handover and registration history of a specific tower and unit.
The lowest public price anchor found at the check date is $49,500 in Rumavi. A separate current studio listing states $50,000 for 38.38 sqm total area. ERA publishes a much higher project schedule: one-bedroom homes of 53–55 sqm from $95,000, two-bedroom layouts of 75–78 sqm from $135,000, and three-bedroom homes of 115–130 sqm from $200,000–235,000. The gap may reflect a different cluster, resale urgency, floor, view, fit-out condition or a different definition of area.
Headline price alone is not enough. Every comparison needs the building number, floor, unit type, orientation, net and gross area, balcony, furniture inventory and seller status. In a development of this scale, the same 'one-bedroom' label can cover materially different plans. A low asking price may come with a weaker outlook, refurbishment needs, management-fee arrears, limited furnishing or documents that require additional work.
The published unit mix includes studios and apartments with one, two and three bedrooms. A current studio listing gives 38.38 sqm total and about 29 sqm residential area. ERA states 53–55 sqm for one bedroom, 75–78 sqm for two bedrooms and 115–130 sqm for three bedrooms. A fresh Cam Realty listing published through Khmer24 offers a 117 sqm three-bedroom residence on floor 30 for $200,000. These figures are kept against their specific source rather than averaged into an artificial schedule.
The project media support the garden-community concept. The residential buildings are arranged around landscaped courtyards, walking routes, a children's play area, tennis courts and a large swimming pool with a separate children's section. Several of the facility images are architectural renders from the original project presentation. Because the scheme is completed, buyers should compare those promises with the present condition of planting, paving, courts, pool areas and shared furniture.
Repeated facility lists include swimming pools, gym, tennis, badminton, children's areas, parking, security, CCTV, fire systems, backup power, retail, restaurants and management services. A long amenity list does not mean that every service is covered by one fee. Current rules should be obtained for the selected building: management fee, sinking fund, utility rates, tenant and guest access, parking charges, club hours and any separate membership cost.
Completion shifts the main risk from construction to operations. Inspection should cover lift waiting times, corridor condition, water pressure, air-conditioning, backup electricity, mobile reception, internet options and parking utilisation. In a multi-building complex, the residential experience can vary significantly by tower. One may face busier commercial movement, while another has a quieter courtyard or more convenient access to the main facilities.
The 60-metre road is part of southern Phnom Penh's growth corridor. It will not suit every routine equally. The address may work well for households connected with Mean Chey, international schools or AEON Mall Mean Chey, while a daily commuter to BKK1, Daun Penh or Toul Kork may be more sensitive to traffic. Buyers should test the actual entrance, turning movements, morning and evening journey times, ride-hailing access and the ability to meet daily needs without constant car use.
A large internal rental market is visible in current listings. In July 2026, a 45 sqm one-bedroom apartment in building A4 was advertised at about $400 per month, while a 78 sqm two-bedroom unit on floor 27 was offered at roughly $490. These are asking rents, not proven income. A realistic rental model must include achieved rents, vacancy, agent commission, management, repairs, furnishing and the number of competing units in the same building.
Scale creates address recognition and supports services, but it also reduces the scarcity of standard layouts. The name R&F City is not an investment thesis on its own. Apartments compete through a clear garden or city view, efficient planning, good furnishing, clean documents, no arrears and a total acquisition cost that is defensible against similar stock already on the market. Entry price relative to neighbouring listings is especially important for a future resale.
Title terminology varies across sources, with freehold, hard title and strata title all appearing. Foreign buyers should not treat those terms as interchangeable. The selected apartment's actual document must be reviewed, including its position above the ground floor, eligibility within the foreign quota, registered area and consistency with the SPA. Encumbrances, arrears, ownership history and the practical ability to register the new owner require separate confirmation.
R&F City is most relevant to a buyer who wants a completed, large-scale community with broad unit choice and substantial on-site facilities. It is less suitable for someone seeking a boutique building, limited landlord competition or a traditional central-city walking lifestyle. The practical method is to shortlist identified units across several buildings, normalise areas and costs, inspect operations, verify titles and only then compare total ownership cost.

For R&F City, I separated the current listings by tower because the completed 60M Road complex is too large to treat as one uniform product. Current unit availability, asking prices, seller terms and facility access were checked for the actual apartment.

R&F City is too large to treat one listing as representative. Sources count roughly 5,232–5,236 apartments, and some databases blur the main development with R&F City Miro. Tower, garden or city outlook and immediate lift or retail traffic matter more than the master brand. Within R&F City, two towers with similar interiors can feel very different after lift demand and the walking route through the compound are considered. R&F City should be revisited at different times because tower traffic, commercial activity, road noise and direct sun change through the day.
