Urban Village Phase 2 is a completed, large-scale residential phase on Hun Sen Boulevard in southern Phnom Penh. It sits in Sangkat Chak Angrae Leu, Khan Mean Chey, next to Factory Phnom Penh and within the wider Urban Hub environment. The proposition extends beyond apartments in tall buildings: the published concept combines homes, landscaped communal areas, services, retail and creative infrastructure. Current public profiles checked in June and July 2026 generally describe completion in 2024 and ready-to-move-in stock, although the handover and operating condition must still be confirmed for the selected building and unit.

How to verify the selected tower is operational

A project-wide completion statement does not prove that towers E, F, G and H are in the same operating condition. Before booking, inspect the route a resident will actually use: site entrance, tower lobby, management desk, passenger and service lifts, the residential corridor, the apartment, parking access and the route to the pool and other advertised facilities. Record which areas are open, restricted or still subject to works.

The apartment inspection should produce a signed snag list with photographs and deadlines. Check for water ingress, water pressure and drainage, electricity, air conditioning, windows and doors, wet-area falls and drains, finishes, supplied items and meter readings. A verbal promise to rectify defects is weaker than a dated list identifying responsibility and a reinspection point.

For a high-rise tower, request evidence of the systems that are commissioned and maintained, including lifts, backup power, fire alarm, sprinklers, pumps and shared utilities. Public project profiles list these as facilities, but their actual condition should be tested on site and supported by management records.

Sources identify Urban Living Solutions and Goldfame Group as the development team, while some documents use Urban Hub Co., Ltd as the project entity. Those names should not be treated as interchangeable without documents. The consumer brand, management company, landholder and SPA seller may be separate legal persons. Before payment, the buyer needs a chain of documents in which the contracting seller, title, signatory authority, unit specification and management rules are consistent. A public project page is useful for screening; it is not a substitute for unit-level legal review.

The second phase is substantial. The figure repeated most often is approximately 1,700 residences. Public material describes four towers—E, F, G and H—with E, F and G commonly associated with about 51 floors and Sky Prime Tower H rising higher. At the same time, individual pages quote 59, 60, 62 or 63 floors, and one marketing factsheet states 1,600 units. These numbers should not be blended. The registry retains the most consistently repeated total of 1,700 units and records the discrepancies in the unconfirmed section.

The residential mix covers studios, one-, two- and three-bedroom apartments, plus duplex lofts. Depending on the source, the overall size range starts at roughly 26–28 sqm and extends to 111–127 sqm. One ERA factsheet gives reference bands of 28 sqm for a studio, 30–50 sqm for one bedroom, 44–76 sqm for two bedrooms and 67–84 sqm for three bedrooms. ERA Cambodia's project page presents wider bands of 37–60, 60–88 and 90–111 sqm, while APS confirms layouts reaching approximately 127 sqm. The contractual plan for the exact unit is therefore more important than any project-wide range.

What must match across the unit documents

In a multi-tower development, checking the owner's name is not enough. The draft contract, unit-plan annex and ownership evidence should identify the same tower, floor, unit number, area, boundaries and property reference. Any discrepancy should be resolved before payment rather than explained informally after the transaction.

Cambodia's co-owned-building framework separates the privately owned unit from the common parts. The buyer should therefore establish what is transferred as property and what is merely available for use under the condominium rules. Parking, storage, balconies, technical areas and common space should not be treated as included unless there is a clear written basis.

Where furniture, appliances or a fitted package form part of the deal, attach a separate inventory with condition notes and photographs. It does not replace the real-estate documents, but it prevents a later dispute over what was included in the price of a resale unit.

The lowest public price anchor found at the check date was $64,000 in Rumavi's project profile. IPS Cambodia displays a starting figure of $70,000 and shows a June 17, 2026 update, Riel Property uses about $78,030, and APS lists a two-bedroom resale unit from $120,000. Those figures may represent different towers, remaining developer inventory, secondary-market stock, floor areas, fit-out conditions and floors. They do not form one comparable price list. A sound decision requires a current availability schedule showing building, floor, net and gross area, furnishing condition and the full transaction amount.

How to compare developer stock with resale

Start with a unit comparison sheet rather than the advertisement price. Each line should state tower, floor, orientation, area on the same measurement basis, fit-out, furniture, actual outlook, title status, arrears, parking and every payment required before control of the apartment transfers. A cheaper listing may otherwise be a materially different product.

For developer-related stock, verify the SPA seller, whether that apartment has been handed over, what works and contents are included, and whether compulsory payments follow the reservation. For resale, add checks on the seller's identity and authority, original documents, payment history, mortgages or disputes, and the transfer of building-management access.

Compare the total cash required to obtain control of the apartment, not a price per square metre drawn from inconsistent listings. That distinction matters in Urban Village Phase 2 because public stock spans different towers, layouts and fit-out conditions.

The relationship with Factory Phnom Penh is a genuine differentiator. This is not merely a landmark several blocks away; it is the adjoining creative and business hub developed from a former factory site. Public material refers to co-working, offices, cafés, gallery and event spaces, sports and cultural uses. For some residents, that everyday environment may be more valuable than a formally central district. Access to individual Factory venues should not, however, be assumed to be included in condominium ownership or the service charge. Memberships, discounts and paid services require separate confirmation.

Published residential amenities include swimming pools, a fitness centre, landscaped courtyards, children's play areas, sports facilities, parking, lifts, 24-hour security, CCTV, fire-safety systems and backup power. ERA and Riel also emphasise extensive greenery and walking or cycling space. The specific to the project image sources show landscaped areas and several apartment concepts or show units. A buyer should establish which facilities are operating, which tower they serve, whether tenant or pet access is restricted, and what is included in the recurring management fee.

Hun Sen Boulevard offers a different location profile from BKK1, Tonle Bassac or Daun Penh. It is a southern growth corridor where new housing, malls, schools and major roads sit alongside continuing development and heavy vehicle traffic. For an owner-occupier, the real question is not only map distance. Peak-hour travel, the turning movement into the site, active entrances, pedestrian conditions and access to daily needs without a car all matter. A central-office commuter, an ISPP family and someone working within Urban Hub will experience the address differently.

Views depend on the building, floor and orientation. Public platforms refer to city, river, garden and pool outlooks, but a project render does not establish the actual panorama from a selected residence. Towers within a large phase can screen one another, and future development may alter currently open directions. Buyers paying a premium for a high floor or river-facing unit should request the north-marked floor plan, exact stack, a current photograph from the apartment and information on neighbouring plots.

Completion removes much of the classic off-plan waiting risk, but shifts due diligence toward operations. The inspection should cover the condition of common areas, lift and engineering performance, parking demand, short-term rental rules, management quality and any outstanding charges attached to the unit. A secondary-market purchase also requires checks on ownership history, title, handover records, furniture inventory, defects and management-fee clearance. Remaining developer inventory may carry a different warranty and document set.

Scale is both an advantage and a trade-off. A large resident base can support amenities, retail and project recognition, yet 1,700 units also create competition among landlords and sellers. Several near-identical studios or one-bedroom apartments may be marketed at the same time. The project name alone is not an investment thesis. Entry price, tower, floor, orientation, furnishing, unit scarcity, management and a credible advantage over neighbouring listings determine whether a particular apartment is competitive.

Urban Village Phase 2 is best suited to a buyer who wants an existing development with an established community setting rather than a promise of a future district. Its clearest strength is the combination of residential towers, greenery and Factory Phnom Penh. Its main complexity is the number of buildings, layouts and market listings that must be compared consistently. The practical next step is to shortlist three to five identified units, place all areas on the same basis, verify title and charges, inspect the outlook and only then compare total acquisition cost and realistic rental positioning.
