Accessibility should therefore be tested against the buyer's own peak-hour route rather than judged from a simple map distance.
The most consistently published project configuration is 28 floors and 480 apartments. Property profiles identify L Village Residence Co., Ltd. as the developer, while the official L Tower website associates the brand's development with Ms. Muyleang Heng. Those statements identify public-facing participants but do not establish the contracting seller for a selected unit. The SPA, title, signatory authority, payment account and unit documents must all point to a consistent legal chain before money is transferred.

The defining product feature is a ceiling height of about 4.8 metres with an internal mezzanine level. A conventional one- or two-bedroom label does not fully explain how these homes work because functions are arranged vertically and the staircase consumes usable space. Two listings with the same headline size may feel very different. Buyers need a dimensioned plan for both levels and a clear statement of whether the advertised area is net, gross or saleable and whether the mezzanine is included in the registered title area.
Reconciling the mezzanine with title and contract
In a loft apartment, usable-looking space and legally registered private area may be described differently. Reconcile three records: the private-unit title or title extract, the dimensioned plan attached to the SPA, and the measurement or handover plan. Unit number, private-unit outline and area basis should match, and the seller should state in writing whether the mezzanine forms part of the registered area.
Cambodia's Law on Providing Foreigners with Ownership Rights in Private Units of Co-Owned Buildings links a private unit to rights in the common areas and relates the value of a lot to the surface of its private unit. Space shown only in marketing material or an interior drawing should therefore not be treated automatically as registered ownership. Any mismatch should be resolved through written seller evidence and independent legal review before a non-refundable payment.
Public project profiles place the overall range at roughly 43–87 sqm. Rumavi shows compact reference products: a one-bedroom loft of about 43 sqm from $52,000, another one-bedroom configuration around 45 sqm from $59,000, and a two-bedroom format around 53 sqm from $62,000. A CAM Realty sale profile checked in July 2026 advertises two-bedroom homes of 52.5–54.5 sqm net at approximately $63,000–65,000. These are individual market anchors, not a live consolidated inventory.
Recent listings confirm that units are being marketed with different furnishing, floors and conditions. Khmer24 carried a 43 sqm one-bedroom apartment on floor 17 for $55,000 and a 53 sqm two-bedroom home for $63,000 in July 2026. Realtor displayed a one-bedroom duplex of about 46.5 sqm for $58,000. Such listings are useful market checks, yet any one of them may already be reserved, withdrawn or offered as a resale with a document package that differs from remaining developer stock.
The published vertical programme assigns floors 1–6 to parking, residential use broadly to floors 7–21, fitness and wellness to floor 22, and the rooftop pool and sky area to floor 23. The project is nevertheless described as a 28-storey building. Public sources do not provide one complete approved schedule for every remaining upper or technical level, so this dossier lists only the functions that are directly stated rather than filling the gaps by inference.
Facilities include a rooftop infinity pool, gym, steam room, sauna, sky lounge, card-access lifts, 24-hour security, CCTV, fire-safety systems and backup power. Profiles also state that the building has four lifts. An amenity name does not establish operating hours, maintenance standard, guest access, tenant access or whether a separate charge applies. Those points should be checked during inspection and against the current management rules.
One current CAM Realty profile states a management fee of about $45–47 per month, plus $3 for waste collection and $12 for facility access. These amounts belong to a particular public listing and should not be assumed for every apartment. The buyer should request a management-company statement covering the current tariff, unit arrears, sinking fund, utility rates, deposits, parking rights and any additional recurring charges.
Management clearance before completion
Before final settlement, obtain a dated management-company clearance for the exact apartment number. It should cover management and utility arrears, penalties, deposits, access-card status, parking rights and any compulsory charge that could disrupt services or become a practical problem for the new owner.
An agent's oral assurance is not enough. The contract should state who clears outstanding balances, the cut-off date for charges and whether money is retained until a clean statement is delivered. Seller receipts are useful supporting evidence but do not replace confirmation from the building's own records.
The project is commonly described as fully furnished, but furnishing is not a standardised promise. Listing photographs show different sofas, kitchens, appliances, curtains, air-conditioning arrangements and levels of wear. On the resale market, the furniture inventory should be attached to the agreement or handover record. Refrigerators, washing machines, extraction, air conditioners on both levels, stair condition, mezzanine guarding and signs of water ingress near the façade deserve specific inspection.
Testing a loft apartment under load
Treat the inspection as a short functional test rather than an interior viewing. Run air conditioning on both levels while using kitchen and bathroom water, extraction and the principal appliances; watch for pressure loss, electrical trips and poor cooling on the upper level. Operate façade windows, doors, cabinets and drains, and record each defect in photographs tied to a room.
Check stair rigidity, mezzanine guarding, headroom, damp odours, fresh paint around windows, equipment noise and sound transmission from the corridor. Defects should be transferred into a handover schedule with an accountable party and a remedy condition rather than left in an informal conversation with the agent.
A loft creates visual volume but also introduces practical compromises. Tall glazing may increase heat load, while cooling two levels depends on the number, capacity and position of air conditioners. Sound, cooking smells and light move easily through an open vertical space. Stairs may be inconvenient for small children, older residents or anyone with limited mobility. Those characteristics cannot be assessed reliably from a wide-angle marketing photograph; the exact unit should be walked in person.
Completion removes much of the conventional off-plan delivery risk, but due diligence moves to building operations. Buyers should inspect lift performance, parking pressure, corridor condition, water pressure, backup power, neighbouring noise, technical rooms, mobile signal and internet options. On a high floor, lift waiting time and weather exposure matter. On lower floors, privacy, outlook and noise from traffic or parking may be more relevant.
L Tower One may suit a budget-conscious buyer who wants an existing condominium and a distinctive two-level layout. A low entry price does not automatically make a particular apartment good value. Similar loft units compete inside the same building, and the result depends on title, contractual area, furnishing, floor, view, operating cost and actual tenant demand in Boeng Tumpun. The sound next step is to compare several identified units on the same basis before selecting one.
Testing the rental case without relying on listings
An asking rent does not prove that comparable apartments achieve it. For the selected unit type, request anonymised executed leases or management reports for occupied apartments, lease start and end dates, concessions, void periods and the owner's cost responsibilities. Comparables should be adjusted for floor, furnishing, condition, lease length and included services.
Model cash flow from rent actually collected after vacancy, management, building charges, repairs, appliance replacement, owner-paid utilities and applicable taxes. Where only advertised rents are available, the output should be labelled a scenario rather than historical L Tower One performance.
The document chain for a completed unit
Seeing the finished building and receiving keys from an agent does not establish a transferable right. Obtain the selected unit's title, the seller's identification or corporate documents, the SPA or resale agreement, a floor plan carrying the apartment number, the handover record, current management rules and evidence that the signatory may receive the purchase money. Owner name, unit number, area and payment account should form one consistent chain.
Where a representative signs, verify that authority separately and do not send funds to an unexplained third-party account. A resale agreement should also state whether furniture, parking rights, deposits, access cards and outstanding obligations to building management pass with the apartment.

Is a freehold label in a listing enough for a foreign buyer?
No. Cambodia's foreign-ownership law permits ownership of private units in co-owned buildings only where the statutory conditions are met; a listing label does not verify the selected apartment. Before payment, confirm that the unit is registered as a private unit, sits on an eligible floor, remains available within the foreign quota and can be transferred by the named seller.

L Tower One offers apartments of roughly 43 to 87 square metres in Boeung Tumpun, and I reviewed the units that are genuinely available now together with their prices and payment terms. The old Q3 2025 target was not treated as evidence of completion, so the present building status remains subject to confirmation from L Village Residence.

L Tower One’s 4.8-metre volume creates a mezzanine, yet the published 43–54 sqm figures do not consistently show whether that upper level is registered area. With 480 apartments built around a similar loft idea, two-level cooling, stair comfort and competition from near-identical units matter more than the visual drama alone.
For an individual purchase, the contract and legal terms still require a separate review.
