The developer's official website says sales began in 2015 and the building sold out in roughly five weeks; current project and agency pages place completion in 2018. The primary cycle is therefore over. A buyer is evaluating an individual resale apartment rather than a uniform developer inventory. That changes the due-diligence focus: the tower's headline specifications matter, but so do the seller's authority, the unit's legal documents, its physical condition, furniture inventory, management arrears, parking rights and whether the listing is still genuinely available. Marketing statements about Japanese quality, prestige or investment performance are not treated as established facts. The dossier separates verifiable building information from matters that must be checked against the selected apartment and current documents.
The building contains 107 units. Professional project pages consistently describe a compact mix of studios and one-bedroom apartments, generally within an approximate 45–57 sqm range. CAM Realty currently lists 45.1 sqm net units, while HomeAbroad gives an overall 45–57 sqm range. Market terminology is not perfectly consistent. A layout with an open sleeping area, sliding partition or partially enclosed bedroom may be labelled a studio by one agency and a one-bedroom apartment by another. The registry therefore avoids inventing a precise schedule for each label. Before purchase, the buyer should obtain the selected unit's floor plan, measured area, room schedule, orientation and actual partition arrangement. In a compact apartment, a small layout difference changes privacy, storage, furniture placement and long-stay usability. The published range is useful for screening, but it is not a substitute for the plan and title attached to the exact unit.

The listing was updated on June 29, 2026 and is explicitly promoted as an urgent sale, so it should not be presented as a stable building-wide price. CAM Realty concurrently shows 45.1 sqm offers at $85,000 and $89,000, while IPS carries higher-priced units. Floor level is only one reason for the spread. Direction, outlook, furniture and appliance condition, seller urgency, parking, title quality and allocation of transaction costs can materially alter value. Reconfirm that the lowest listing is active, identify the seller and their authority, document what stays in the apartment and calculate the full acquisition budget before any reservation. Averaging unrelated listings would conceal the information that actually matters to the buyer.
The location needs a clear distinction between market positioning and the administrative address. The property is widely advertised as J Tower South BKK1 or J Tower 1 BKK1 because Street 63 sits next to that established district. Specific Fuji Realty, CAM Realty and Realestate.com.kh listings, however, place the tower in Sangkat Tonle Bassac, Khan Chamkar Mon. HomeAbroad publishes the street number as No. 263. The registry therefore uses the practical full address: No. 263, Street 63, Sangkat Tonle Bassac, Khan Chamkar Mon, Phnom Penh. 'South of BKK1' remains a useful local reference, but it should not replace the administrative location. Coordinates come from a specific to the project J Tower 1 sale page and are supplied with a 200-metre radius.
Resident amenities include a swimming pool, jacuzzi, gym, sky bar and snooker room. These are supported by the current CAM Realty building page and by photographs of the common areas. Individual listings also mention a front office, card-controlled entrance and lifts, backup power and four parking levels. Because J Tower 1 is operational, these features can be inspected rather than judged from launch renders. A viewing should confirm equipment condition, access rules, opening hours, guest policy and whether any facility carries an additional charge. Amenities also create recurring costs. One agency profile publishes a management fee of $1.50 per sqm and a sinking-fund figure of $0.30 per sqm, but neither should be treated as permanently current without the latest invoice and management rules. They are due-diligence prompts, not guaranteed charges embedded in the registry.
A typical J Tower 1 unit suits one resident or a couple seeking a central address and a furnished, manageable apartment. Many listings show a living area, kitchen and sleeping zone arranged within one bright volume or separated by a lightweight partition. Large windows and balconies appear frequently, but outlook and noise vary significantly by floor and direction. A high-level unit facing open skyline can feel very different from an apartment looking towards nearby construction. The viewing should test daylight, air-conditioning, window seals, water pressure, moisture, built-in cabinetry and appliances. 'Fully furnished' is not a standardised package. The furniture and equipment that form part of the sale should be listed in the contract or handover inventory. Photographs are useful for initial selection but cannot establish current condition, especially when listings remain online for extended periods.
For an investor, a completed building provides live resale and rental evidence instead of construction-stage projections. Public rental offers can be found from roughly $450 to $650 per month, but the units differ in floor, furnishings, condition and included services. Asking rent is not net owner income. Vacancy, agency commission, management charges, repairs, appliance replacement, taxes and owner-paid utilities all reduce the result. J Tower 1 is a different proposition from J Tower 2 and J Tower 3. Its defining product is compact accommodation rather than the 65–153 sqm family layouts of the second tower or the large residences planned in the third. Buyers needing two separate bedrooms, a home office, a large kitchen or generous family living space are unlikely to find the right fit here. The project may work better for someone prioritising a completed central asset, one sleeping room, resident facilities and a lower entry point than later J Tower releases. Even then, the decision should be made between several apartments inside the building. The price spread demonstrates that the project name alone does not determine value. Floor, orientation, fit-out, furniture, parking, documents and seller terms can be more important than a generic description of the tower.
J Tower 1's practical strengths are completion, a central Street 63 position, a straightforward compact unit mix and operating common areas. Its limits are equally clear: there is no current primary price list, resale stock is heterogeneous, studio and one-bedroom labels overlap, and every unit requires document-level verification. The sensible approach is to treat the project as a collection of individual resale opportunities within one completed building, not as a single standardised product. Before purchase, obtain the title document, check restrictions and encumbrances, confirm foreign quota where relevant, reconcile the measured area, review current management statements, verify rental and pet rules, confirm parking and attach an inventory of included items. Only then does a low advertised price become a transaction that can be evaluated on evidence.
How to verify the title for the exact apartment
A resale buyer should not rely on the words hard title or strata title in a listing. Obtain the certificate for the private unit and match the apartment number, floor, position in the building, area, property type and registered owner's name against the SPA. Sub-Decree No. 126 requires the private-unit register and certificate to identify, at minimum, the unit number, size, location and property type; any mismatch should be resolved before a reservation payment.
A current cadastral check should also cover restrictions, mortgages and other registered rights. The seller must be the registered owner or produce verifiable authority to dispose of the unit. A photograph of a title does not establish a safe transfer unless the original, the seller's identity and the current register entries have been checked.

Reconciling the area of a compact unit
For an apartment of about 45 sqm, the difference between advertised area, net area, a physical measurement and the area recorded on the certificate can materially change the price per square metre. Identify which measurement the seller is quoting, then compare the plan, certificate and an independent check without mixing unlike definitions.
Sub-Decree No. 126 measures a boundary at the centre line of a shared wall; a balcony directly attached to and privately used with the unit may form part of the private unit when the stated conditions are met. A discrepancy is therefore not automatically an error, but its cause should be documented before the price is agreed.

When does a J Tower 1 resale legally become mine?
Signing the SPA and paying the seller do not by themselves complete the transfer of registered ownership. The foreign-ownership law requires registration, while Sub-Decree No. 126 provides for the cadastral record to be updated after a sale and states a maximum processing period of 20 working days for the ownership-transfer operation. The payment schedule and release of the final balance should be tied to evidence of filing and completed registration under a structure agreed with an independent lawyer.

The foreign quota is measured by floor area, not apartment count
A foreign buyer may own a private unit in a registered co-owned building only above ground level; the land and common areas do not become the buyer's separate property. For J Tower 1, eligibility must therefore be established from the selected unit's documents and the building's registered status, not from a broker's label.
Sub-Decree No. 82 caps foreign ownership at 70% of the combined surface area of all private units in the building. A statement that quota is available should be supported by a current certificate or cadastral confirmation at the transaction date, because counting apartments rather than registered surface area can produce the wrong answer.
What to obtain from building management before closing
Ask J Tower 1 management for the current internal rules, a dated unit-account statement, written confirmation of arrears and details of approved works that have not yet been billed. Sub-Decree No. 126 places use rules, allocation of common-area maintenance and repair costs, and decision-making procedures within the co-owned building's internal regulations.
The SPA should allocate charges accrued before handover, any tenant deposit where the unit is occupied, unpaid utilities and a future special assessment if the underlying work was approved before completion. A seller's verbal statement that the account is clear is not a substitute for dated management evidence.
