Why this project is worth a look
Inspect, don't imagine
Tower I has been occupied for years, so a buyer can judge the real building rather than a render: the apartment, lifts, rooftop facilities, common areas and maintenance are all inspectable. In a resale building the condition of the selected unit matters more than the original launch specification, because fit-out and upkeep now depend heavily on individual owners.
Chalong over beachfront
This location makes more sense for someone who values southern Phuket's everyday infrastructure and road access than for a buyer whose priority is walking straight onto a beach. Chalong is a useful base for Rawai, Nai Harn, Kata, the pier and Phuket Town, but daily beach life will normally involve transport.
A compact building
With 74 units, Tower I is modest in scale compared with Phuket's largest condominium developments. That can make the building easier to understand during due diligence, but size alone says nothing about management quality. Parking, common-area condition, juristic-person finances and any outstanding unit charges still need to be checked.
Resale stock varies
The headline entry price is only the start of the comparison. Current listings differ by quota, floor, view, furnishings and condition, and both foreign-quota and Thai-quota stock appear on the portals. A foreign buyer should filter first for a legally transferable ownership structure, then compare the commercial terms of the remaining units.
Rooftop amenity value
The pool, gym and lounge sit on the roof, making the common area part of the project's day-to-day appeal rather than a ground-floor afterthought. Because this is an established building, buyers should judge the current finish, equipment and upkeep in person instead of assuming that launch-era photography still reflects the experience today.
About the project
NOON Village Tower I is the first completed building within the wider NOON Village scheme in Chalong, southern Phuket. Naming varies between sources: the project's own site uses ‘Tower 1’, while the large property portals generally use ‘Tower I’. They refer to the same 74-unit, eight-storey condominium. Towers II and III are separate buildings with their own completion dates and unit counts, so their specifications should not be blended into this project record.
The strongest practical feature of Tower I is not a sales promise but its age: the building is complete and can be assessed as it stands. The dedicated NOON Village page gives December 2016 as completion, and both FazWaz and DDproperty carry the same date. A buyer can therefore inspect the actual unit, common areas, lifts, rooftop facilities and general maintenance before committing. NOON Capital's corporate portfolio lists 2017 instead, so the one-year discrepancy is retained as a source conflict rather than quietly normalised.

The building is relatively compact at 74 units. NOON Village says Tower I was delivered with six layouts, covering one-bedroom apartments of roughly 30–45 sqm and two-bedroom homes of about 60 sqm. Resale portals also show a 61 sqm two-bedroom unit. That small difference is a useful reminder that marketing areas and listing data are not substitutes for the area recorded on the title deed; the registered area of the selected unit is the number that matters at transfer.
The address is 79/1 Moo 10, Chalong, Mueang Phuket. This is not a beachfront development. Its appeal is access to the everyday commercial and transport node around Chalong, with Villa Market and HomePro close by and road connections toward Rawai, Nai Harn, Kata, Chalong Pier and Phuket Town. FazWaz places Kata Beach at roughly 4.5 km. For someone choosing a home by lifestyle rather than brochure imagery, the trade-off is clear: Tower I is better understood as a practical southern-Phuket base than as a walk-out beach residence.
The rooftop is the building's main shared amenity zone. The official Tower 1 page confirms a swimming pool, gym and lounge, and states that apartments from the fifth floor upward can have sea views toward Chalong Bay. FazWaz also lists a lobby, bar, parking, security and CCTV. View should still be treated as unit-specific: floor, orientation and neighbouring construction can materially change what a buyer actually sees, so the only reliable check is from the apartment itself.
By 2026 this is a resale market. Active September inventory starts around THB 2.7M for a one-bedroom unit, while FazWaz shows both foreign-quota and Thai-quota listings in the same building. That distinction matters more than a small asking-price difference for a foreign buyer. A unit that cannot currently be transferred within the foreign quota is not equivalent to one that can, even if the layout and asking price look similar on a portal.
FazWaz currently displays a common-area fee of THB 60 per sqm per month and a sinking-fund reference of THB 500 per sqm. Those figures are useful for screening but should not be treated as a final resale statement. The monthly rate may have changed, and a one-off sinking-fund contribution may already have been paid by an earlier owner. Before transfer, the condominium juristic person should confirm the current fee schedule, outstanding balances and any special assessments attached to the unit.
Several portals label NOON Village Tower I as hotel-managed. That is not enough to assume that every owner has access to a current rental-management programme, that short-stay letting is permitted in the form an investor expects, or that any yield is guaranteed. No current primary-source owner agreement or guaranteed-return programme was found in this research. A rental-led purchase therefore needs a separate check of house rules, management terms, commissions and the permitted rental structure.
A mature resale building also gives buyers something a launch cannot: a visible spread of real asking prices and unit conditions. That is useful because buyers can compare several apartments inside the same building rather than relying on one developer price list. The other side of that advantage is more unit-level due diligence. Sellers differ, furnishing and renovation histories differ, and the unit may have its own balance with the condominium juristic person. Project-level research is therefore only half of the job.
For an owner-occupier, Chalong should be tested as a daily routine rather than judged from a map alone. The location is convenient for southern Phuket, but traffic around Chalong Circle can materially affect travel times. A buyer with a regular school, office, marina or beach route should drive that route at the hours that matter. This is a more useful test than accepting a generic claim that the project is close to everything.
For an investor, the sensible question is not whether Phuket rents well in general, but whether a specific Tower I unit works after costs. Entry price, achievable rent, vacancy, management fees, common-area charges, repairs and taxes all change the result. The available sources establish that there is an active sale and rental market around the building, but they do not support a building-wide guaranteed-return assumption.
Taken as a whole, NOON Village Tower I is an established Chalong condominium rather than a new resort launch sold on future promises. Its strongest buying advantage is the ability to choose among real units and inspect the building before committing. Its limitations are equally tangible: it is not beachfront, resale stock is inconsistent, foreign-quota eligibility is unit-specific, and rental economics must be rebuilt for the apartment actually being purchased. Those facts matter more than the original launch marketing today.
Ownership format
A foreign buyer may hold a condominium unit freehold when that specific unit can be transferred within the building's foreign quota. Thai law caps aggregate foreign ownership at 49% of the total unit area, so quota availability must be confirmed by the condominium juristic person for the selected unit before transfer.
