A building you can inspect

Tower II has been operating since August 2019, so the buyer can inspect the actual apartment and the building rather than buying a promise. Noise, parking, lift performance, pool condition, views and common-area maintenance are visible before transfer. In a resale building this matters because two units with the same headline size can have very different renovation quality, appliances, furniture and immediate post-purchase costs.

Chalong as a base

The address works best for people who use southern Phuket as a place to live, work, train, study, sail or dive rather than as a purely beachfront holiday zone. Retail and services are close, Chalong Pier is nearby, and several southern beaches are reached by road. That can suit long-stay residents and tenants, but it is not a substitute for a walk-to-beach location.

More than one layout

Official material describes 14 layouts from roughly 30 to 85 sqm, with one-, two- and three-bedroom formats represented. Resale listings also show smaller two-bedroom configurations, so the market is not limited to one standard apartment type. The benefit is choice; the due-diligence implication is that the registered plan and title area need to be checked for every unit rather than inferred from the bedroom count.

Costs are visible

Project profiles publish a THB 60 per sqm monthly common-area fee and a THB 500 per sqm sinking-fund figure. That makes the basic cost structure easier to estimate, but a resale buyer still needs current statements, a debt-free certificate and information on any special assessments. A historical project tariff does not prove that a specific seller is fully paid up.

Foreign-quota resales exist

Current listings include units marketed as Foreign Quota, so the project is relevant to overseas buyers seeking freehold condominium ownership. The quota position is still transaction-specific. The condominium juristic person should confirm that the selected unit can be transferred within the foreign quota at the time of sale, and the title, encumbrances and funds trail must be checked separately.

NOON Village Tower II is the second standalone building within the NOON Village development in Chalong, southern Phuket. It is a completed resale property rather than a pre-launch or construction-stage purchase: the building was finished in August 2019 and contains 79 units over eight floors. That changes the due-diligence process in a useful way. A buyer can inspect the actual common areas, lifts, pool, surroundings, view corridors and the condition of the chosen apartment instead of relying on renderings. At the same time, there is no single developer price list anymore. Asking prices vary with floor, layout, fit-out, furniture, view, foreign-quota status and the seller's circumstances. Listings checked in September 2026 show the lower end of the market around THB 3.3M for compact one-bedroom units of roughly 29–30 sqm, while larger apartments are marketed at higher levels. The sensible comparison is therefore unit against unit, with title and condition checked alongside price, rather than treating the project as if every apartment were interchangeable.

Tower II sits within a three-building masterplan but should be analysed on its own. NOON Capital describes NOON Village as 237 apartments across Tower I, Tower II and Tower III, completed in 2017, 2019 and 2021 respectively. Its current corporate site lists 79 keys and about 4,500 sqm of gross floor area for Tower II. The staged completion record is more useful than a marketing promise because it shows three neighbouring phases that were actually delivered. It does not, however, make the towers identical. Tower II has its own unit count, layouts, management history and resale stock, so details from Tower I or Tower III should not be imported into this page unless they are specifically confirmed for the second building. Some portals call the same property The Tower Condominium Phase II; the evidence points to this being an alternate project name rather than a separate development.

The layout mix is broader than the current resale feed might suggest. NOON Village's project page states that Tower II has 14 layouts ranging from about 30 to 85 sqm. Its own accommodation catalogue shows examples of 30 sqm and 33 sqm one-bedroom apartments, a 71 sqm two-bedroom apartment and an 85 sqm three-bedroom suite. Resale platforms, however, also advertise two-bedroom units around 48–55 sqm and one-bedroom units around 29–53 sqm. That mismatch is a reason to inspect documents, not a reason to average the numbers. Listing agents may classify rooms differently, and individual apartments may have been altered after completion. For a purchase, the relevant facts are the registered area on the title deed, the existing physical layout, whether any alterations are properly documented, and whether the plan shown by the seller matches the unit being transferred. A bedroom count on a portal is not enough by itself.

In practical terms, Tower II is closer to an urban condominium with hospitality elements than a beachfront resort. The building is marketed with a swimming pool, gym, lobby or reception, parking, lifts and 24-hour security, while independent profiles also mention CCTV. The official NOON Village site says Tower II has a hotel licence and the wider complex has been operated for both short- and long-term stays. That is useful context, but it should not be turned into a blanket promise that every owner can run nightly rentals independently. A buyer who plans short-stay letting needs to understand who holds the licence, what the condominium juristic person allows, how the management arrangement works and what contract would govern the unit. For owner-occupation or ordinary long-term rental, the legal and operational questions are usually simpler. For a hospitality-led strategy, they are central to the investment case.

The location is central Chalong rather than a beach strip. Tower II is commonly mapped at 79/155 Moo 10, Chalong, Mueang Phuket, next to the HomePro Village retail cluster. Hotel mapping places Chalong Pier at roughly 1.2 km, while project profiles put Kata Beach at about 4.5–5.3 km. In other words, this is not a walk-out-to-the-sand proposition. Its strength is access to the everyday infrastructure of southern Phuket: supermarkets, services, the pier, international schools, fitness and Muay Thai facilities, and road links toward Rawai, Nai Harn, Kata and Phuket Town. Buyers who want to live in Chalong for work, training, schools, sailing or diving may find that more useful than a tourist-heavy beachfront address. Buyers whose main priority is evening beach walks should compare it directly with projects in Kata, Karon, Rawai or Nai Harn before assuming Chalong is the better fit.

Ongoing project costs are unusually visible for an older resale building. Project profiles state a common-area management fee of THB 60 per sqm per month and a sinking-fund contribution of THB 500 per sqm. Those figures are a starting point, not a substitute for the unit's current account statement. On a resale purchase, the buyer should obtain an up-to-date debt-free certificate and check whether the juristic person has approved any special assessments, major repairs or changes to regular charges. The building has been in use since 2019, so the present condition of lifts, waterproofing, façades, pool systems, common-area air conditioning and reserve funding matters more than the original brochure specification. The advantage of a completed property is that these issues can be inspected before transfer. The trade-off is that a seven-year-old building should be judged as it stands today, not as it looked when new.

For a foreign buyer, the resale market is relevant because some current Tower II listings are explicitly offered in the foreign quota. Thai condominium rules allow qualifying foreign ownership of a condominium unit only within the statutory foreign-ownership limit for the building, and the condominium juristic person must certify the quota position for the transfer. A portal label is therefore useful for screening but not sufficient for closing. The specific title deed, seller identity, encumbrances, debt-free certificate, foreign-quota confirmation, funds trail and transfer terms still need to be checked. If the chosen unit is in the Thai quota, that is a different ownership path and should not be marketed to a foreign buyer as ordinary foreign freehold simply because the project profile itself says 'freehold'. The legal status belongs to the specific unit and transaction, not merely to the project name.

Overall, Tower II is easier to understand as a functioning Chalong residence than as a single headline investment story. Its appeal is the combination of a completed building, a relatively modest 79-unit scale, several apartment sizes, an active resale and rental market, and a location with substantial day-to-day infrastructure. Its limitations are equally concrete: it is not beachfront, resale units vary materially in condition and configuration, and the hospitality angle needs transaction-specific verification. The strongest buying process here is unit-first. Shortlist real apartments, compare title area, ownership quota, view, noise exposure, fit-out, furniture, current fees and building condition, then compare the all-in price with alternatives nearby. NOON Village Tower II provides the framework, but in 2026 the quality of the individual resale unit is what ultimately determines whether the purchase makes sense.

Units in a registered condominium can be owned freehold by a foreign buyer only within the statutory foreign quota, capped at 49% of the aggregate unit area in the building.
