Completion in 2021 means buyers can inspect the real building rather than rely on a launch presentation. The 84-unit, eight-storey scale is large enough to support proper shared facilities while still being easy to understand on a unit-by-unit basis.
Chalong as a base
The location is strongest for day-to-day south-Phuket access, not for stepping straight onto a beach. Retail, the pier, gyms, schools and routes toward Rawai, Nai Harn and Kata are the practical story; peak-hour traffic is the trade-off to test personally.
Small-unit liquidity
The official layout range starts at 24 sqm, and much of the visible resale stock is compact. That keeps the absolute purchase ticket lower, but it also makes layout efficiency, storage, balcony use and furniture condition unusually important.
Amenities you can inspect
Two pools, including a rooftop pool, plus a gym, lobby, parking and security are already in operation. For a resale buyer, the condition and management of those spaces now matters more than the original specification.

The official project material dates completion to 2021, while the major property portals specify June 2021. The building has 84 units over eight floors. NOON Capital presents it alongside Tower I and Tower II within a 237-apartment NOON Village masterplan, so buyers can also compare how the earlier phases have aged and been managed.
The address works best for buyers who want Chalong as an everyday base rather than a literal beachfront residence. NOON Village sits beside the HomePro Village and Villa Market retail cluster, close to Chalong Circle and Chalong Pier. The project’s own location material describes the circle as a very short walk and the pier as roughly five minutes on foot, while Rawai, Kata, Nai Harn and other beaches are drive destinations. That distinction matters. A buyer choosing this location is trading direct beach access for practical south-Phuket connections, shopping, gyms, schools, marina access and easier movement between Chalong, Rawai and Phuket Town. Travel times promoted by any project should still be treated as indicative because Chalong traffic changes materially by hour and season.

The apartment mix is oriented toward compact urban units. The official Tower III page says there are 14 layouts ranging from 24 to 74 square metres. Current portal stock is concentrated in studios, one-bedroom and two-bedroom units. In the live listings reviewed for this dossier, compact units commonly sit in the mid-20s to around 30 square metres, while two-bedroom stock is often around 50 to 62 square metres. Some larger one-bedroom listings are combined units rather than a simple standard floor plan. That is an important resale detail: bedroom count alone is not enough to establish what was originally registered, whether walls or units were combined, or what area appears on the title.
As of 17 September 2026, the building has active resale and long-term rental inventory across several large portals. The lowest asking price found in the reviewed FazWaz stock was THB 2.16 million. It is useful as a market floor, not as a promise of what a foreign buyer can acquire. Listings in the same building are marked variously as Foreign Quota, Thai Quota and leasehold. A unit can therefore look cheaper for reasons that have nothing to do with condition or value: the ownership route may differ, the floor or view may be weaker, furnishings may be dated, or the seller may be pricing for a narrower buyer pool. The practical comparison is the all-in legal and physical proposition of the exact unit, not just the advertised price per square metre.
For a foreign buyer, the legal checkpoint is straightforward in principle but must be verified in execution. Thai government guidance states that foreign freehold ownership in a registered condominium building is capped at 49% of the aggregate unit area. Before transfer, the buyer needs confirmation from the condominium juristic person that foreign quota is available, together with the normal title and transfer documents. A portal badge saying 'Foreign Quota' is helpful for screening but should never replace the juristic-person confirmation used for registration. On a resale purchase, the due-diligence file should also cover the seller’s title, mortgages or other encumbrances, outstanding common charges, the exact registered area and any changes made to the unit.
The amenity proposition is more substantial than a single rooftop pool. The official Tower III material describes a rooftop swimming pool plus a larger second pool and fitness area, while the major project directories also list a gym, lobby or reception, parking, 24-hour security and CCTV. Sources differ slightly on which lower floor hosts the pool and gym, so this dossier does not treat the floor label as a decision-grade fact. A site visit is more valuable anyway. In a five-year-old operating building, buyers should look at lift condition, corridor maintenance, ventilation, water pressure, noise transmission, pool upkeep, parking congestion and how reception or security actually works day to day.
Third-party project databases quote a common-area fee of THB 60 per square metre per month and a sinking fund contribution of THB 500 per square metre. Those figures are useful historical reference points, but they are not substitutes for a current statement from the juristic person. A resale buyer should ask for the latest fee schedule and a debt-free certificate rather than assume that an old portal number still applies. The sinking fund also needs context: it is generally an initial reserve contribution linked to transfer from the developer, not automatically a fresh recurring charge every time a unit changes hands. The unit’s registered area, any unpaid balances and subsequent owner resolutions can all affect the real carrying cost.
Tower III also has an operational angle that deserves specific verification. The official NOON Village page describes it as a condominium with a hotel licence. That may matter to buyers interested in professionally managed short stays, but it should not be read as blanket permission for every owner to run nightly rentals independently. The current licence number, licence holder, scope of authorised premises, management arrangement and condominium rules need to be checked before underwriting any short-stay strategy. For an investor, the safer starting point is to treat current long-term rental evidence as observable market data and treat hotel-style income as a separate operational case that must be documented.
The developer identity is well established at brand level. NOON Capital’s own portfolio lists Tower III with 84 keys and 2021 completion, and multiple independent property databases identify the same developer. Some directories style the company as 'NOON Capital Co., Ltd.', but the exact Thai registered entity behind this specific development was not independently matched to a corporate-registry extract for this dossier. That is not a reason to discard the project; it is simply a document item to close if the buyer wants to understand who originally developed the building, who now manages it, and which legal entity appears in historical project or juristic-person records.
In practical terms, NOON Village Tower III suits a buyer who is comfortable choosing a mature, operating Chalong condominium unit by unit. The building offers established infrastructure, compact layouts and a visible resale market, but it does not remove the need for property-level due diligence. The final decision should be made after inspecting the actual apartment, matching it to the title and floor plan, confirming the foreign quota route, checking common-charge status, reviewing condominium rules and, if short-term operation matters, validating the hotel-licence and management structure in writing.
