That record is particularly helpful because syndicated property portals occasionally attach the project to the wrong developer or even the wrong province. The Thai project name, unit count, floor count, Bang Sare location and registration data all converge on the same building. No separate phase or independently documented second tower has been found.

This is now a resale property, not an off-plan purchase with staged developer payments. That changes what matters. A buyer can inspect the actual approach to the building, the common areas, the unit's view, ventilation, finishes and noise rather than relying on drawings. In return, the condition of an established building becomes part of the investment decision: lift maintenance, pool condition, façade and waterproofing work, common-area management, reserve funding and outstanding owner arrears can matter more than the original brochure. The project is small enough to understand quickly, but a smaller condominium also has fewer layers of facilities and a narrower cost-sharing base than a large resort development. The practical due-diligence question is therefore not whether the original concept sounded attractive, but how the building is being run today.

The lifestyle proposition is different from a central-city condo: local restaurants, the seafront and a lower-density neighbourhood are more relevant than rail access or the ability to walk to Pattaya's core commercial districts. Buyers who expect to commute frequently to central Pattaya should treat transport as part of the property choice rather than assuming that a Pattaya label on a portal means a central location. The project coordinates used for this record are 12.763282, 100.890756. Sources agree on the physical position, although historic and newer records use different street-number formats.

The original unit mix is unusually well documented for a small older project. Studios were offered from 28.22 to 33.18 sqm, one-bedroom units from 37.25 to 55.53 sqm, and two-bedroom units from 68.52 to 77.10 sqm. That range gives the building three distinct use cases: compact holiday or single-person units, more comfortable one-bedroom homes, and proper two-bedroom apartments for couples, families or longer stays. On the resale market, the label is only the first filter. Floor, orientation, fit-out, maintenance history and ownership status can materially change the value of two units with the same bedroom count. Current listings illustrate the spread: a 28.4 sqm studio at THB 1.5M is shown under Thai ownership, while a 37.5 sqm one-bedroom at THB 2.65M and a 77 sqm two-bedroom at THB 4.7M are advertised under the foreign quota.

The common facilities are consistent with a compact low-rise condominium: swimming pool, jacuzzi, gym, garden, parking, CCTV, 24-hour security and access control. An older project profile also records two passenger lifts and 16 standard parking spaces, excluding tandem parking. Those figures should be treated as inspection points rather than a promise about today's operation. A resale buyer should see how parking actually works at busy times, whether the lifts are regularly serviced, how the pool and common spaces are maintained, and whether major repair work is planned. In a 63-unit building, a significant shared repair can be noticeable to owners, so the current reserve position, common-fee collection and recent juristic-person decisions are more useful than a long amenities list.

There is a genuine date discrepancy in public records. A profile published in 2017 described the building as ready to move into from 2016. The formal condominium registration, however, is dated May 2018, and several major property databases list completion in June 2018. For this record, 2018 is the more defensible completion reference because it aligns with the government registration and multiple current project profiles. A buyer should not overinterpret the two-year gap: physical completion, first occupancy and formal condominium registration do not always happen on the same date. The more relevant question for an existing building is when core systems came into service, what major works have been completed since then, and what maintenance is now due.

The project company can be identified more clearly than many resale portals suggest. The condominium registration names Sea and Sky Condo Bangsaray Co., Ltd. as the owner, and Thai project profiles identify the same company as the project owner. A corporate information service lists registration number 0205557005577 and shows the company as active. What has not been found is a current operating developer website with up-to-date project documentation: the former official domain now resolves to a hosting placeholder. That is not unusual for a completed boutique project, but it means present-day due diligence should be based on the unit title, condominium juristic-person documents and building records rather than an old developer sales site.

Ownership status has a direct effect on price. The cheapest current listing found for the project is a THB 1.5M studio, but the listing itself states Thai ownership. At the same time, current one- and two-bedroom listings are explicitly marked as foreign quota. That distinction matters because a foreign purchaser can own a condominium unit freehold only while the building remains within the statutory 49% foreign-ownership ceiling by aggregate unit area. The condominium juristic person must confirm the foreign ownership proportion for the transfer. In other words, the lowest advertised price for the building is not automatically the lowest price available to a foreign buyer seeking freehold title. Ownership status needs to be checked before the price comparison is treated as meaningful.

Sea and Sky Condo Bangsaray makes more sense as a small coastal resale building than as a packaged investment product. There is active sale and rental inventory, but public listings alone do not establish occupancy, net yield or resale liquidity. A rental-oriented buyer should verify the building's current rules, the actual demand for the selected unit size and view, seasonal patterns in Bang Sare, operating costs and any genuine rental history attached to the unit. For a completed project, the strongest evidence is the combination of unit documents, juristic-person records and a physical inspection of both the apartment and the common property.

Ownership format

A foreign buyer can hold a unit freehold only within the statutory foreign quota of 49% of the condominium's aggregate unit area. The condominium juristic person must confirm quota availability for the specific unit; current resale stock at this project includes both foreign-quota units and Thai-ownership listings. Leasehold may be used outside the quota where a seller offers that structure, but the actual lease terms must be reviewed separately.
