Why this project is worth a look
Two phases, two realities
A-B and C-D were planned on separate parcels with different amenity packages and separate juristic arrangements. In resale, the building letter matters because it can affect facility rights, certificates and ongoing costs.
A compact unit mix
Primary filings show one-bedroom layouts from 25 to 33.5 sq m, while launch material also lists a 34.9 sq m one-bedroom-plus type. The project suits small-household needs more naturally than buyers seeking large family plans.
Rail access, not rail-front
Sutthisan MRT is within the neighbourhood, but this is not a station-exit condominium. Launch-era site research put the walk at roughly one kilometre, so the actual last-mile route from the relevant phase should be tested in person.
Completion needs proof
Portal databases widely repeat 2019, yet All Inspire's later filings still showed zero transfers and a Q2 2022 target at the end of 2020. A registered building record is more useful than repeating the syndicated date.
Resale documents come first
All Inspire later entered receivership and was delisted. That does not determine the validity of a registered unit title, but it makes the current juristic person and unit-level documents more important than legacy developer marketing.
About the project
The Excel Ratchada 17 looks straightforward on a portal card: a compact condominium in Din Daeng, four low-rise buildings, small one-bedroom units and Sutthisan station within the wider neighbourhood. The buying decision is less straightforward. All Inspire's own securities filings describe one four-building development split into two phases, while an independent launch-era site review shows the A-B and C-D phases on separate plots divided by a small local road, with separate condominium juristic arrangements planned for each side. That matters in a resale transaction because two units advertised under the same project name may not share the same facilities, common-property structure or ongoing charges. Building and phase identification should come before price comparison.
The strongest primary documents describe a low-rise scheme of four buildings ranging from five to eight storeys. Building A was planned at eight storeys, with B, C and D at five. All Inspire's filings state 235 residential units and five core one-bedroom sizes: 25, 28, 29.2, 30.5 and 33.5 sq m. Launch-period project reviews also show a 34.9 sq m one-bedroom-plus layout. In practical terms, this is a small-unit urban project rather than a broad family mix. Buyers looking for larger two-bedroom inventory should not assume that generic portal filters represent the original product schedule; the documented scheme is overwhelmingly focused on compact one-bedroom homes.

The two phases were not designed as identical halves. A-B sat closer to Soi Ratchadaphisek 17 and was marketed with the pool, gym, co-working area and garden. C-D was deeper inside the local street network and was presented without the same common facilities. The launch review also says the two phases were intended to have separate juristic persons. That distinction can change the practical value of a unit. A buyer comparing two 28 sq m apartments needs to know whether both have the same rights to amenities, which juristic office issues the debt-clearance and foreign-quota certificates, and whether the common fee covers the same services. The project name alone does not answer those questions.
Location is useful for buyers who want the Ratchada-Sutthisan area without insisting on a building directly at the station entrance. A 2017 on-site review placed the A-B parcel roughly 650 metres into Soi Ratchada 17 and described Sutthisan MRT as about one kilometre away. Modern property portals show slightly different distances because their map pins and phase references vary. The sensible reading is that rail access is available within the neighbourhood but is not a doorstep feature. The last part of the trip runs through local sois, so a real-world walk at commuting hours is more informative than a single map-distance number, particularly for buyers who care about pavement quality, lighting or the rainy-season route.
The completion history is the biggest factual trap in this project. DDproperty, FazWaz, Hipflat and several syndicated databases continue to label January 2019 as the completion date. That matches the original launch timetable, which expected construction to begin in February 2018 and finish in January 2019. Later primary corporate documents tell a different story. A filing using data through June 2020 showed only seven units sold, zero transferred and a then-expected completion in late 2021. A ThaiBMA factsheet based on 31 December 2020 data moved the date to Q2 2022, again with seven units sold and no transfers. Those filings make it unsafe to repeat 2019 as an established handover date merely because multiple portals copied it.
By 2026, The Excel Ratchada 17 still appears in live property databases and map search, and a recent rental listing has been attached to the project name. That is evidence that the name remains active in the market, but it is not the same thing as a Land Department condominium registration record. Public research did not surface a current juristic-person document that conclusively reconciles the original four-building plan, the later corporate construction schedule and today's portal data. For that reason, this registry entry deliberately omits a completion year and construction-status field. The uncertainty is material enough that presenting a single date would create false precision.
Unit count has a similar, though smaller, conflict. All Inspire's securities documentation repeatedly states 235 units, and PropertyHub currently uses the same figure. Older launch articles and DDproperty often say 239, while FazWaz and Hipflat use 236. One launch review gives a phase split of 167 residential units in A-B and 64 in C-D plus one shop, which does not mathematically reconcile with the 239 total printed on the same page. The registry therefore uses 235 because it is the best-supported primary figure, but a buyer should still rely on the registered condominium documentation for the final legal count rather than any marketplace database.
There is no defensible current asking-price floor to publish. Launch material from 2017 showed figures from roughly THB 1.39 million to THB 1.79 million depending on source, timing and phase. Those are useful only as historical context. In 2026, several portals either show no available units or display project pages that are visibly contaminated by listings from unrelated condominiums. A historical developer price should not be turned into a current market anchor. A meaningful resale comparison would need actual active units from the same phase, similar floor area, building and condition, with each listing checked to ensure it genuinely belongs to The Excel Ratchada 17.
Developer history also changes the due-diligence emphasis. All Inspire Development Public Company Limited is clearly documented as the developer. The company's later corporate position, however, is no longer that of a normal listed developer: the Stock Exchange of Thailand announced that the company was under receivership following a Central Bankruptcy Court order dated 6 February 2024, and ALL was delisted effective 3 September 2024. That does not by itself invalidate title to a duly registered resale condominium unit. It does mean a buyer should not assume that an old developer sales office will be the practical source of answers. The current condominium juristic person, title documents and building records become the central counterparties for verification.
Foreign ownership follows Thailand's condominium framework rather than the marketing language used in a listing. A foreign buyer may register freehold to a condominium unit only while the statutory foreign quota remains available, capped at 49% of the aggregate unit area in the registered condominium. The juristic person normally provides the certificate needed for transfer. No current quota certificate for The Excel Ratchada 17 was found in public sources. As a result, a resale advertisement describing a unit as freehold should be treated as a description to verify, not proof that the same unit is transferable to a foreign buyer today.
The project is therefore best approached as a building-specific resale case, not as a new-development brochure. Identify the exact building and whether it belongs to A-B or C-D. Confirm which juristic person serves it, the facilities that unit owners are actually entitled to use, current common fees and any outstanding balances. Then check title, foreign-quota availability, the registered condominium details and the building's real completion history before benchmarking the price against nearby Ratchada 17 stock. The attraction is understandable: compact layouts, a central Bangkok district and relatively low-rise buildings. But here the quality of the transaction depends more on phase-level documentation than on the shared project brand.
Ownership format
A foreign buyer can register condominium freehold only while space remains within the statutory foreign quota, capped at 49% of the total unit area in the registered condominium. No current project-specific quota certificate was found publicly for The Excel Ratchada 17.
