Why this project is worth a look

A finished, inspectable villa

HQC dates completion and the start of operations to August 2024. Buyers can investigate the actual finish, water systems and immediate surroundings rather than accept a rendering. Documentary due diligence remains a separate task.

About the project

Black Rock offers something that is relatively easy to understand and unusually difficult to price correctly: a finished villa in a three-home compound, but with a lease whose remaining years matter as much as the building itself. The project was delivered in Ungasan, on Bali’s Bukit Peninsula, and HQC says it has been operating since August 2024. These are houses that have hosted guests, not an architectural concept waiting for completion. An interested buyer can inspect the structure, room proportions, pool equipment and surrounding streets before committing. The question is no longer whether the developer will finish the building. It is whether the resale comes with a sound chain of lease rights, usable permits, a manageable operating arrangement and a price justified by the time left on the land.

There are only three villas. Each is designed around a private pool and the barnhouse idea: angular forms, tall glazing and a living area that opens up across two storeys. The design has a distinctive mood without relying on a hotel lobby, shared swimming pool or a large resort footprint. That makes the property attractive to guests wanting their own space, and potentially to an owner who values privacy. It also means the visible features are not maintenance-free. Exposed rooftop seating, significant glazing, the swimming pool and tropical weather all create a practical upkeep budget. Before discussing rental forecasts, a buyer can learn a great deal simply by asking how much the operator spends to maintain those elements and how quickly faults have been repaired.

The most clearly documented home is Villa No. 2, advertised by HQC as a resale. Its published area is 151 square metres, with two bedrooms and two bathrooms. Rental descriptions place the living room, kitchen and en-suite bedrooms on the lower level. The upper level is devoted to work and relaxation: a dedicated office area leads out to a rooftop terrace. That layout can work well for a couple sharing the house with visiting friends, or for guests spending part of a stay working remotely. It also has trade-offs. The useful rooftop space involves stairs, the house is not a single-level accessible property, and a double-height room may need careful cooling. Plans for the other two villas have not been released with comparable detail.

The address is Jl. Pura Masuka, Gang Jepun No. 3, Ungasan, in South Kuta, Badung Regency. That puts Black Rock in a lived-in part of the Bukit rather than on a beachfront site. The operator lists nearby dining and shopping, while HQC places the main road a short drive away. Different sources give seven and thirteen minutes respectively for Melasti Beach. Those are promotional driving estimates, not a measured door-to-sand journey at every hour. The practical appeal is access to several southern beaches while staying in an inland neighbourhood. Someone whose daily routine depends on walking to the sea should look at the location with that distinction firmly in mind.

A real rental operation can be traced beyond the developer’s claims. Farsight has a Black Rock booking page with accommodation details, while Booking carries a guest-facing listing at the same address. The rental material describes housekeeping, fitted kitchens, Wi-Fi, private pools and spaces for work. It is evidence that homes have been marketed and used as holiday accommodation. It is not an audited rental statement for the particular villa now offered for sale. The publicly visible nightly rate, occasional review score or number of listings cannot establish the owner’s net receipts after booking commissions, management, maintenance, utilities, taxes and empty nights. The existing operating history is most useful when accompanied by statements for the exact house and a management agreement that can actually transfer.

Some unusually concrete construction claims are worth testing in person. HQC describes multi-stage water filtration, measures intended to resist moisture and a ten-year guarantee for load-bearing structures and the pool shell, alongside a shorter finish warranty. The operator also refers to filtered pool water and a professional drinking-water system. None of those statements should be treated as an independent engineering survey or proof that every warranty survives resale on identical terms. A surveyor can check for water ingress, movement, equipment condition and the quality of earlier repairs. A buyer should also request the original guarantee, the handover date and any transfer provisions. Bali’s humid environment makes these practical checks more valuable than general claims about international building standards.

The tenure requires particularly careful reading. HQC promotes a 32-year lease with priority to extend for another 30 years, and says the landowner participates directly when a completed resale is transferred to a new buyer. One syndicated sales listing instead refers to 32 years plus a 25-year extension. Neither description tells us how many years Villa No. 2 has left in October 2026. Nor does an advertised priority establish what the extension costs, who must consent or whether it is enforceable against a future landowner. This is a contractual lease arrangement, not a foreign buyer taking direct ownership of the land. The notarised master lease, land title, assignment provisions, extension mechanism and exact parties to the transaction all need a joined-up legal review.

The asking price has become a second moving target. HQC now says “price on request”, although its older project page still shows an undated starting figure of IDR 4.5 billion. NewHomes displays USD 300,000 for a two-bedroom unit in a dated listing table from August 2026, but another paragraph on that same page mentions USD 280,000. Some intermediaries still describe two homes as available, whereas the developer’s current presentation concentrates on Villa No. 2. It would be misleading to merge these statements into a single live offer. Any realistic valuation must use a fresh quotation tied to a villa number, a furniture inventory, taxes and fees, the lease expiry date, and the precise estate or lease rights being assigned. A lower headline figure means little if it relates to a past marketing round or different transaction conditions.

Being occupied and accepting bookings does not settle the permit question. Balinsky labels the project’s building fitness certificate, the SLF, as pending or applied for. We have not seen an issued SLF or the original PBG building approval. Indonesia’s official SIMBG system treats those as separate stages: the building approval governs construction, while the functional certificate addresses the finished building’s suitability for use. A booking-platform licence number, where displayed, is not a substitute for reading those approvals. The rental listing also carries a notice of possible construction noise nearby. That notice may be old, but it deserves a direct check; neighbours’ building work can affect an owner’s enjoyment and future guests’ reviews even when the villa itself is perfectly finished.

Black Rock therefore works best as a specific, inspectable resale proposition, not as a generic “Bali investment” story. Its small scale, private outdoor space and real accommodation listing are substantial advantages for a buyer who values personal use alongside rental potential. Against those benefits stand a relatively narrow choice of unit types, a car-oriented setting, continuing maintenance obligations and an unresolved documentary picture for the land and operating permits. The sensible next step is to inspect Villa No. 2, then compare the lease package, the existing operator contract, the property’s actual income and costs, and the proposed resale deed side by side. If those documents agree, the project is much easier to judge on its merits.

Unit types & sizes

Villa No. 2 — two bedrooms

A two-level home with a private kitchen, an upstairs workspace, rooftop seating and its own pool. HQC describes the plot as roughly two are; the rental operator lists 198 sqm for this accommodation format, but the resale parcel must be checked against its land documents.

Best for: A buyer looking for a furnished two-bedroom home with real private outdoor space and somewhere to work. The core living functions are on the lower floor, while the upstairs office and rooftop offer useful separation for longer stays.; An owner who wants a mix of personal holidays and professionally assisted rentals. The live accommodation trail is a starting advantage, provided the specific unit’s accounts, management fees and owner-stay rules are understood.; Someone who would rather investigate a completed house than accept off-plan construction risk. Access to the actual building allows a detailed inspection of waterproofing, plumbing, air conditioning, glazing and maintenance records.; A purchaser comfortable with the Bukit’s inland lifestyle and willing to make the lease the central legal issue. The remaining years, transfer right, extension mechanism and landowner’s obligations will shape both enjoyment and eventual resale.; Anyone expecting a beachside villa within an easy daily walk of the sand. Melasti and other southern beaches require a road journey, and a sea view is not substantiated for the advertised resale unit.; Buyers seeking direct freehold land ownership, or a renewal term that is already legally proved and priced. The published structure is a lease, and the underlying notarised papers have not been made public.; A passive-income buyer who needs an audited return before making any commitment. Booking pages are not accounting records, while licence, lease and possible nearby-building issues still need resolution.; may not suit: .

What we confirm before booking

A short, project-specific list. We request these from the developer and go through them with you before any payment.

  • HQC describes an original 32-year lease and a priority extension of 30 years; syndicated listings sometimes say 32 plus 25. The original commencement date, years remaining for Villa No. 2, extension pricing and signed assignment provisions have not been independently verified. Balinsky marks the SLF functional certificate as pending or applied for. Neither the issued SLF nor the original PBG building approval for Black Rock was available for review; an active holiday-rental listing does not confirm either document. As checked on 16 October 2026, HQC quotes pricing on request and identifies Villa No. 2 for resale. An older official HQC page advertises from IDR 4.5 billion without a clear offer date; NewHomes has a USD 300,000 August 2026 table price but also mentions USD 280,000, while third-party pages describe two available units.
