City Garden Tower is a completed high-rise condominium by Global Top Group on Pattaya Third Road, on the South Pattaya side of the city centre. It is no longer an off-plan proposition: the building was completed in 2018 and the market is now made up largely of ready resale and rental units. That changes the due-diligence priorities. A buyer does not need to underwrite construction delivery, but should pay much more attention to the condition of the exact apartment, its title, renovation history, current building management and the availability of foreign freehold quota. The project has one tower and 465 units. Global Top Group's current project page describes the building as 30 floors, while FazWaz, DDproperty, PropertyHub and several Thai databases describe 29 floors. Following the source hierarchy, the registry record uses the developer's 30-floor figure while keeping the discrepancy visible rather than smoothing it away.

The location is urban rather than beachfront. The building sits by Pattaya Third Road and Soi Rungland, close to South Pattaya Road, so it connects easily with central shops, restaurants, daily services and routes toward Jomtien or the Bangkok motorway. South Pattaya Beach is about 1 km away and Walking Street about 1.7 km away. That is close enough for regular access to the tourist core without the building itself being on Beach Road. For a resident, the inland position can be practical because daily movement does not depend entirely on the beachfront corridor. The trade-off is equally clear: this is a busy city setting. Traffic, commercial activity and noise are part of the environment, so the floor, orientation and exact side of the tower matter when choosing a unit.

The original unit mix is straightforward and compact: studios from roughly 24 sqm, one-bedroom apartments around 35–44 sqm and two-bedroom units around 70–79 sqm. Live resale stock does not always fit those catalogue bands perfectly. Current one-bedroom listings include approximately 34.27 sqm, 35–36 sqm and units in the low-to-mid 40s. In a completed condominium this is not unusual; portals may use title-deed area, rounded marketing area or a different classification for certain layouts. Buyers should therefore use the project-level ranges to understand the building, then rely on the title deed and unit plan for the actual apartment. The smaller layouts make the project most natural for singles, couples and buyers who prioritise a central base over large internal space.

The common facilities are broad enough for a sizeable city condominium. Global Top Group confirms a swimming pool, fitness centre, sauna, steam room and car parking together with 24-hour security. Project databases also show a reception area, landscaped common spaces, restaurant or commercial facilities, an indoor children's area, CCTV and key-card access. Several of the core leisure facilities are shown on the third floor, with another shared garden area on an upper floor. Because this is an established building rather than a newly handed-over scheme, the useful question is not only whether an amenity appears on a list. A viewing should also look at the actual condition of the pool, gym, lifts, corridors, parking operation and the day-to-day management of the condominium juristic person.

City Garden Tower still has an active resale market in September 2026. The lowest sale listing we could verify was THB 2.6 million for a 34.27 sqm one-bedroom apartment listed in August 2026. Other live units sit materially higher depending on size, floor, view, furniture and ownership quota. At the same time, Global Top Group's own project page displays a starting price of THB 3.9 million. Those two numbers are not necessarily contradictory: one is a project-side asking level and the other is a specific secondary-market unit. The sensible way to use the price field is therefore as a lower observed market anchor, not as a promise of available stock. A buyer should compare several real units on the same day and treat foreign-quota status as part of the price comparison, not as an afterthought.

For a foreign buyer, the ownership check is crucial. A unit in a registered Thai condominium can be owned freehold by a foreigner only while the building remains within the statutory foreign ownership ceiling. Thai government guidance states that foreign ownership is limited to 49% of the condominium's total unit area. Live City Garden Tower listings include both foreign-quota and Thai-quota units, so a generic 'freehold' label on a portal is not enough. Before paying a reservation or deposit, the buyer should obtain confirmation from the condominium juristic person that the selected unit can be transferred into foreign freehold and should ensure the transfer documentation matches that status.

City Garden Tower is therefore best viewed as a mature central-Pattaya option rather than a lifestyle resort story. It works for buyers who want a completed tower, a known address, compact layouts and enough resale inventory to compare actual apartments before committing. It is less compelling for someone seeking a quiet low-density environment, direct beach frontage, large family floor plans or a developer instalment plan stretching through construction. In this building, the quality of the individual resale unit can matter more than the project's headline specification. Floor, orientation, renovation condition, furniture package, quota and seller documentation should all be evaluated unit by unit.

Unit selection also requires more than comparing bedroom count. Current resale stock includes city, partial-sea and sea-view apartments, and similar floor areas can carry very different asking prices on different levels. A higher floor is not automatically the better buy: orientation, afternoon heat, road noise, glazing condition and the possibility of future view obstruction all deserve inspection. Furnishing standards vary as well, from fully furnished units to apartments offered with limited or dated furniture. The most useful comparison is therefore unit-specific: title-deed area, ownership quota, floor, outlook, fit-out condition, included furniture and the seller's actual net price. Because City Garden Tower has multiple competing resale listings, the cheapest advertised unit may say more about that particular seller or apartment than about the whole building. The completed status is valuable precisely because these differences can be inspected before a contract is signed.

Building operations deserve the same attention. Published project profiles contain figures for parking, common-area fees and the sinking fund, but those figures may reflect launch-era or older project information rather than the juristic person's current schedule. Before transfer, a buyer should obtain the current fee notice, confirm that the selected unit has no outstanding common charges, understand parking rules and review the documents required for ownership transfer. That is standard resale due diligence, not a sign that the project is problematic. The older and more actively traded a condominium becomes, the less useful the original sales brochure is for operational questions and the more important the present management record becomes.

Ownership format

A unit can be transferred into foreign freehold only within the statutory 49% foreign ownership quota for the condominium. Current City Garden Tower listings include both foreign-quota and Thai-quota units, so the exact unit status must be confirmed before a deposit is paid.
