Why this project is worth a look
Inspect before buying
The building is complete, so a buyer can test the lifts, common areas, noise, outlook and actual apartment condition before committing. That makes current physical evidence more useful than launch-era brochure promises.
A broad resale pool
Inventory ranges from compact studios to larger combined apartments. The choice is useful, but price and size alone are not enough: title form, renovation quality and unit condition can change the economics of the purchase.
14th-floor amenity level
The original project programme placed the pool, sports area, gym, spa, sauna, steam facilities, jacuzzi and games room around the upper leisure level. A resale inspection should confirm which facilities are operating now and how they are maintained.
Title differences are visible
Live listings show foreign-name, Thai-name and company-held units in the same building. That makes the ownership distinction tangible, but foreign-quota eligibility still has to be confirmed for the selected unit at transfer.
About the project
Cosy Beach View Condominium is a completed high-rise on Pratumnak Hill in the Cosy Beach area, with the building located on Soi Kasetsin 9. It is easy to distinguish from Pattaya projects with similar View Talay or Cosy Beach names: the project website calls it Cosy Beach View Condominium, gives a 24-storey profile and identifies David Marsiano as the developer. The queue spelling uses “Cozy”, while the primary project material uses “Cosy”; both refer to the same property. For a buyer in 2026, this is no longer a developer-led new-build purchase. The decision is about an individual resale unit, its title, physical condition, outlook, furnishing, maintenance history and seller terms.
The building's strongest differentiator is the unusually large amenity programme concentrated around its upper common areas. The project website places the Health & Leisure Club on the 14th floor and lists a swimming pool, outdoor sports area, gym, spa facilities, sauna, steam room, jacuzzi and games room. Restaurant, café and garden-lounge concepts also appear in the original material. That is useful, but a resale buyer should separate the design concept from present-day operations. A facility that existed at launch may have different opening hours, staffing or condition today. The building can be inspected, so there is little reason to rely on brochure language where a site visit can establish what is actually working.

The original unit mix is straightforward: studios around 35 sqm, one-bedroom units around 49 sqm, two-bedroom units around 96 sqm and three-bedroom units around 119 sqm. Current resale inventory is less tidy. Listings show units around 34–35 sqm, 47.8 sqm, 70–73 sqm, 88–101 sqm and much larger combined apartments. That spread is not surprising in a mature condominium. Owners may have combined space, altered layouts or simply market a unit differently from the original developer typology. The project plan is therefore a useful map of the building, but the title deed and measured area of the selected resale unit take priority over a generic floor-plan label.
Pricing also needs to be read through the title structure. PropertyHub showed a refreshed lower-market listing at THB 1.65M for a roughly 35.19 sqm studio in early September 2026, but that listing was marked as company ownership. On the same live project page, studios explicitly marked as foreign name were advertised from about THB 2.195M upward. The difference is commercially important. A foreign buyer cannot assume that the cheapest apartment advertised in the building is the cheapest unit that can be transferred directly into foreign freehold. The THB 1.65M figure is therefore used here only as a market floor, not as a foreign-quota headline price.
Foreign ownership in a Thai condominium is governed by the statutory foreign quota. The Department of Lands material states that foreign ownership cannot exceed 49% of the total unit area in the registered condominium, and the condominium juristic person provides the quota confirmation used for transfer. Cosy Beach View's current resale listings include foreign-name, Thai-name and company-held units. Those labels are not cosmetic. They affect the transfer path, the documents to review and whether a foreign buyer can obtain direct freehold in the selected unit. Quota availability must be checked at the time of the transaction rather than inferred from another unit in the same building.
A completed building offers one advantage that an off-plan project cannot: most operational questions can be tested instead of imagined. A buyer can ride the lifts, inspect the parking, look at the pool and gym, listen for building noise, check corridors and ventilation, and stand inside the actual unit to see what the sea view really looks like. The original website marketed sea views from low floors upward, but that is not a fact we would apply to every resale apartment today. Surrounding development changes over time, and even two units on the same floor can have very different outlooks. The view should be treated as a unit-specific feature, not a project-wide guarantee.
PropertyHub and Thaiger both show a common-area fee of THB 50 per sqm per month. That gives a useful baseline for ownership costs, but it does not tell a buyer whether the condominium finances are healthy. In a building with substantial leisure infrastructure, the more useful due-diligence questions concern the current fee, arrears on the selected unit, any approved special assessments, reserve funding and the condition of major shared equipment. A low nominal common fee can be attractive, but only if the building is actually collecting enough to maintain the services that make the property appealing in the first place.
The developer is publicly presented as David Marsiano. His own project profile links him with earlier Pattaya developments including City Garden and Avenue Residence, then lists the Cosy Beach project among his completed residential work. That gives the buyer a traceable public development history, but it is not a substitute for legal-party verification. We did not find a primary Thai registry document in the open web material that conclusively maps the public developer name to the legal project company. For a resale purchase, the critical legal parties are the registered owner of the unit and the condominium juristic person, supported by the title and transfer documentation.
The most practical way to understand Cosy Beach View is as an established resale building with a broad internal market rather than one homogeneous product. A compact studio, a renovated one-bedroom and a large upper-floor apartment can all sit under the same project name while having very different buyer profiles. Ownership form, renovation quality, furniture, orientation, floor, view and seller motivation can move value materially. This is why cross-shopping should be done unit against unit, after normalising the legal and physical facts, rather than by comparing project-level asking prices alone.
The location can support both personal use and rental demand, but projected rental yields from portal pages should not be treated as promises. Net performance depends on the actual acquisition price, title structure, furnishing, maintenance, management commission, vacancy and the condominium's rental rules. If a seller claims a strong rental history, the useful evidence is the unit's own booking or lease record and the owner's actual expenses. A project-wide yield estimate is at best an initial screening tool; it does not establish what a new owner will earn from a specific apartment.
There is one due-diligence issue worth stating plainly: public databases disagree on some basic project passport numbers. Depending on the source, completion is shown as 2013, 2014 or 2015; unit counts appear as 256, 294, 297 or 300; and some pages call the development one building while others say four. The identity of the project itself is not in doubt because the name, exact location, 24-storey profile, map and developer attribution line up. The inconsistency does mean that a formal transaction review should use the registered condominium documents rather than reproducing an aggregator's project card. In this record we use 297 units from the project website and 2015 from the developer's own profile, while preserving the conflict explicitly.
For a foreign buyer looking for a completed Pattaya condominium near Cosy Beach, the sensible sequence is therefore legal first, cosmetics second. Select the unit, confirm its title and current foreign-quota availability, check that the unit is clear of condominium debt, inspect the building and apartment, and only then compare price against similar listings. The cheapest visible listing may be held through a company or may need enough work to erase the headline discount. In this building, the difference between “the cheapest apartment advertised” and “the cheapest apartment a foreign buyer can cleanly own in freehold” is particularly important, and the live listing data makes that distinction visible.
Cosy Beach View is unlikely to suit a buyer who wants a brand-new handover, a uniform developer specification or a simple fixed price list. It is better suited to someone comfortable evaluating an established building and choosing among imperfectly comparable resales. That can be an advantage: there is more room to find a specific layout, ownership form or level of renovation that fits the buyer. It also demands more discipline. The project name does not remove the need to check the individual property, and in a mature condominium the unit-level facts are often more important than the original brochure facts.

A foreign buyer may hold a condominium unit in freehold while foreign ownership remains within the statutory 49% ceiling of the condominium's total unit area. Foreign-quota availability must be confirmed for the specific unit; where quota is unavailable, a leasehold structure may be offered, but it is a different legal interest with different contract risk.
