Le Condé combines smart-home equipment, HopeTree Japan management and an active serviced-apartment component. This can help an owner who is not based in Phnom Penh full time. Le Condé BKK1 is a high-rise residential development with a mixed-use base at No. 122, Street 352, Sangkat Boeung Keng Kang 1, Khan Boeung Keng Kang, Phnom Penh. The official site describes a 43-storey building developed by Wangfu International Real Estate Development Co., Ltd. BKK Avenue occupies the commercial portion, with residential floors and several shared amenity levels above it. This is not a boutique condominium: current market profiles state 1,080 apartments on a site of roughly 3,029 sqm. The scale creates a broad choice of layouts and on-site services, but it also means a large resident population and substantial internal competition when owners offer similar units for rent.
The address sits in BKK1, an established central neighbourhood combining homes, offices, diplomatic premises, restaurants, cafés, clinics and international services. The useful fact is more specific than a generic “city-centre” label: the official address places the building in Sangkat Boeung Keng Kang 1, Khan Boeung Keng Kang, within central Phnom Penh’s dense street grid. Buyers are therefore not dependent on a single mall within the development for daily needs. Traffic, street noise, access and outlook can still vary considerably by elevation and side of the tower, so those points should be assessed against the exact apartment rather than inferred from the district name.

The construction status is best understood as a sequence of verifiable milestones. Official material records the topping-out ceremony on October 26, 2023. IPS, in a profile updated on June 17, 2026, shows 100% construction progress and a 2024 completion year. ERA gives Q4 2025. The project’s own website was already marketing operating Japanese serviced apartments managed by HopeTree Japan in 2026, with rental options across studios and one-, two- and three-bedroom homes. The reasonable conclusion is that the building is operating, while completion of the tower and legal handover of a particular unit remain separate matters. A purchase file should contain the handover record for the selected apartment and the title documents attached to that unit.
The core mix covers studios, one-, two- and three-bedroom apartments, plus upper-floor residences. A recent PropertyHub profile gives 37.8–41.9 sqm for studios, 50–65 sqm for one bedroom, 73–91 sqm for two bedrooms and 122–187 sqm for three bedrooms. Live market stock shows exceptions, including a 45 sqm one-bedroom resale and studio offers using smaller stated usable areas. That may reflect gross-versus-net measurement, a particular layout or simply listing error. No area should be reconstructed from a floor plan or marketing ratio. The SPA should state the saleable area, internal area, balcony treatment and any share of common space in clear terms.
Public descriptions say apartments are furnished and fitted with a smart-home system developed through a Xiaomi partnership. The official site refers to controls for lighting, temperature and compatible appliances through an app or voice commands. In an operating building, those claims can be tested rather than accepted in the abstract: confirm which devices remain in the chosen unit, whether they transfer to the buyer, how the account is reset and who pays for replacement equipment. A building-wide smart-home concept does not guarantee identical fit-out in every apartment, particularly where the seller is an existing owner or the unit has passed through a rental programme.
Shared facilities are spread across several levels. The official site places retail and a reading area at ground level, a jogging track and gym on Floor 6, the children’s area on Floor 15, the sky garden on Floor 32 and the sky bar on a top marketing level. Current agency profiles also mention a pool, yoga room, meeting facilities, play areas, parking, round-the-clock security and backup power. Huttons refers to a 240-metre running track, an approximately 800 sqm children’s zone and around 1,000 sqm of roof garden. A buyer should still verify opening hours, access rules, paid services, guest policies, renter access and the actual operating condition of each facility.
Documents to request for the common property
Sub-Decree No. 126 on the Management and Use of Co-Owned Buildings distinguishes the private unit from the building's common property. A title copy alone is therefore insufficient: request the document defining common-property rights, the current house rules, the basis for levies, restrictions on alterations and letting, and evidence of who may amend those rules.
For an operating development, also obtain the latest service-charge statement, the selected unit's arrears position and written confirmation that unpaid charges of the previous owner will not pass to the buyer. Pools, the sky bar and other facilities should be checked against access hours, separate charges and actual operating status, not only the marketing list.
HopeTree Japan management and the launch of serviced apartments create several possible ownership routes: personal use, conventional long-term letting, agent-led leasing or a negotiated service programme. A 2026 official rental announcement showed promotional rents starting at $650 for a studio, $850 for one bedroom, $1,500 for two bedrooms and $3,000 for three bedrooms with a defined service package. Those figures belong to a specific operator campaign; they are not guaranteed owner income. Net performance depends on acquisition price, vacancy, leasing commission, furniture, repairs, tax, management fees, utilities and the terms of any management agreement.
Building management and serviced apartments are separate contracts
HopeTree Japan appears in both building-management and serviced-apartment material, but these are not the same owner service. Building management covers common areas, security, engineering systems and levies; a rental programme governs guest stays, in-unit housekeeping, commission, owner remittances, repairs and exit terms.
Request the building rules, current service-charge schedule and rental-management agreement separately. The rental contract should state who sets the rate, whether the owner may occupy the apartment, who bears vacancy and damage costs, when proceeds are paid, which deductions are permitted and whether the unit can leave the programme without being sold.
The public sales market was fragmented on July 17, 2026. Some agency listings placed studios from roughly $80,000, IPS gave a project starting point of $94,538 at $2,424 per sqm, and ERA stated $100,000. The spread becomes wider for larger homes because the stock appears to mix discounted resales, developer inventory and packages with different commercial terms. The starting price therefore functions only as a lower market anchor. Two apartments are comparable only after normalising gross or net area, floor, orientation, furniture, parking, title status, post-completion charges and any compulsory rental arrangement.
Due diligence for a resale unit in an operating building
Where the seller is not the developer, assemble a separate evidence chain: the seller's unit document, the earlier SPA and handover records, proof of full payment, confirmation of no mortgage or dispute, service-charge and utility clearance, and the procedure for transferring any management arrangements.
Before paying a deposit, establish whether the apartment is free from a tenant or serviced-apartment commitment. The sale handover should itemise furniture, appliances, access cards, parking rights and management deposits, and state the date on which the buyer assumes expenses and becomes entitled to rental proceeds.

Unit types & sizes
The main compact format. Some live listings use a smaller stated usable area, so gross and net figures must be reconciled against the SPA. It suits one resident or a couple, while competing with many similar apartments inside the same tower.
PropertyHub gives a typical 50–65 sqm range, while a current resale is stated at 45 sqm. It is one of the easier formats to understand for personal use or long-term letting. Compare bedroom separation, balconies, storage and kitchen position, not area alone.
A format for a couple needing a study, a small family or shared occupancy. Public prices diverge sharply, with some listings well below the developer-profile range. Establish whether the unit is a resale, what furniture transfers and whether any operator obligations remain.
A less common family format with a wide range of sizes and prices. Current listings include homes around 121–125 sqm and larger layouts extending to roughly 167–187 sqm. At this budget, verify both the true internal area and the resale depth for the exact plan.
The official site refers to four residences on Floors 42 and 43. Market sources use the word penthouse for materially different products, from apartments up to 225.84 sqm to very large named duplex homes. They should not be placed in one price series without checking the specification.
The ranges combine current project profiles and live stock rather than one approved unit schedule. Sources do not use gross, net and saleable area consistently, and individual listings sometimes show smaller internal measurements. These cards are therefore a guide to the product mix, not a substitute for a floor-by-floor price list. Before reservation, obtain a unit-specific pack covering dimensions, orientation, floor, gross and net area, balcony treatment, fit-out, parking, title, seller and the complete payment calculation. How to inspect a completed apartment before final payment
Because Le Condé BKK1 is already operating, a buyer can test the exact apartment and functioning systems rather than relying on renderings. Arrange both a daytime and an evening inspection before final payment: run the air-conditioning, plumbing, extraction, lighting and smart-home controls; test water pressure, shower and balcony drainage, windows and doors, lift or plant-room noise, and the readings on individual meters.
Record every defect in a signed snag list with photographs, a rectification deadline and the party responsible for the cost. Furniture, appliances, keys and access cards should be listed item by item in the handover documents; a fully furnished marketing label is not a substitute for an agreed inventory.

Le Condé BKK1 combines private residences, BKK Avenue retail and HopeTree Japan serviced apartments in one tower, so guest circulation and access rules may differ by level. The Xiaomi-linked smart-home package should be tested at handover, including which devices belong to the unit and whether the control account can be transferred. Keys, passwords, instructions and administrator rights should all form part of the technology handover.

With 1,080 units, liveability depends on how the building performs under load, not only on its amenity count. Visit the lobby and a residential floor in the morning and evening: time the lifts, observe vehicle queues, guest and delivery access, corridor noise, parking occupancy and real availability of the pool, gym and work areas.
