Why this project is worth a look
Space at a low entry price
At the lower end of the 2026 resale market, roughly 40 sqm studios appear around THB 1.4–1.6 million. Buyers who care more about usable space than a new-build lobby may find that compelling compared with newer compact stock. The discount only works if the apartment's renovation, wiring, plumbing and the building's shared systems are properly checked.
What you see is real
Because Kieng Talay is complete and long occupied, the decision can be based on the actual lobby, lifts, pool, parking, noise, neighbouring construction and unit condition rather than renderings. The trade-off is that due diligence shifts away from a developer delivery promise and toward the current building management, juristic-person records and the specific seller's title.
Pratumnak positioning
Soi Phra Tamnak 6 gives access to the Pratumnak area and beach while keeping the building away from Pattaya's busiest central strip. That can suit year-round living as well as a second home. Sea view and quietness, however, are unit-specific rather than project-wide features and should be verified from the apartment itself.
Resale variety is useful
Decades of ownership changes have produced very different apartments inside the same tower, from standard studios to substantially larger combined units. That creates room to choose between budget, renovation quality and floor area, but it also makes simple price-per-square-metre comparisons less informative than they would be in a uniform new project.
About the project
Kieng Talay is a mature condominium on Pratumnak Hill, and it needs to be judged very differently from a new development sold through a showroom and a developer payment plan. A buyer is choosing an existing resale unit in a building that has been operating for decades. That is useful because the common areas, lifts, pool, parking and the actual apartment can all be inspected before money changes hands. It also means that there is no single, uniform product. Individual owners have renovated, combined and reconfigured units over the years, and two apartments with the same nominal bedroom count can differ sharply in condition, layout and value. The building is the common framework; the real purchase decision sits at unit level.
The strongest cluster of project databases places completion in June 1988 and describes one 15-storey building with 418 units. FazWaz, DDproperty, PropertyHub and Dot Property are broadly aligned on those figures. There are discrepancies rather than perfect consensus: Cornerstone displays 415 units in its project metadata while its own description says approximately 418, and one weaker catalogue reports a 1998 completion date. We use 1988 and 418 because that combination has the widest support, but the disagreement is retained as a boundary rather than silently averaged away. A 2026 announcement from Thailand's Department of Lands adds a valuable primary record: it names the registered condominium as Kieng Talay Condotel, gives condominium registration number 10/2533, and identifies a unit on the 15th floor in Nong Prue, Bang Lamung, Chon Buri.

The building is on Soi Phra Tamnak 6 in the Pratumnak area. Independent map-based sources place it at roughly 12.9091, 100.8611. In practical terms, that means a residential position between central Pattaya and Jomtien rather than a tower directly on one of the city's main traffic corridors. Several local agencies describe Pratumnak Beach as a short walk away. That location can be attractive for an owner who wants beach access without living in the busiest central strip, but the address alone does not guarantee quietness or a sea view. Floor level, orientation, neighbouring buildings and the exact balcony outlook need to be checked in person for each unit because view premiums are a major part of how individual resale listings are marketed.
The published unit mix is generous by the standards of many newer entry-level Pattaya condominiums. Project profiles commonly show studios at about 40 sqm, one-bedroom units around 80 sqm and two-bedroom units around 84 sqm. The live resale market is more varied: listings include 40–45 sqm studios, two-bedroom units around 86 sqm and much larger 160 sqm two-bedroom apartments. The larger formats may reflect combined or heavily altered units rather than an original standard plan, so a buyer should not treat a portal's project-level size table as a substitute for the registered plan of the specific apartment. For any materially altered unit, the title area, registered layout and physical configuration need to tell the same story before transfer.
Kieng Talay still has an active secondary market in September 2026. DDproperty has a 40 sqm studio listed at THB 1.4 million, while FazWaz and several syndicated project databases show their lower sale reference at about THB 1.6 million. Renovated, larger or better-view units are marketed at much higher numbers. That spread is normal for a building of this age. Value depends on more than floor area: refurbishment quality, view, in-unit electrical and plumbing condition, ownership quota, furniture, tenancy and the seller's pricing expectations all matter. The headline starting price is therefore a way to understand the lower edge of current asking stock, not a promise that an equivalent unit will be available when a buyer is ready to transact.
The common facilities repeatedly reported across independent sources include a swimming pool, gym, parking, security, CCTV, access control, lobby or reception area, laundry facilities, garden or outdoor common space and an indoor games area. FazWaz material places the lobby on the ground floor and the pool, gym, garden and games room on the second floor. Some agencies also list a restaurant and sauna, but the sauna is not consistently supported across sources and should not be treated as a guaranteed operating amenity without a current inspection. In an older condominium, the quality of management and maintenance matters more than the length of an amenity list. A pool that exists on a brochure is not the same thing as knowing its maintenance history, upcoming repair needs or how those costs are funded.
Building management deserves specific due diligence here. Pattaya City's Public Works database contains an annual building-inspection entry for Kieng Talay dated 31 August 2023 with a status indicating that the inspection was not passed and objections or deficiencies were recorded. Our open-web search did not surface a later Kieng Talay entry that would let us state that those issues were subsequently cleared. That old record is not evidence of a present defect and it is not a reason, by itself, to reject the building. It is a reason to ask for current documents rather than assume. Before purchase, a buyer should obtain the latest building inspection certificate, recent co-owner meeting minutes, the juristic person's budget and arrears position, and records of major work affecting lifts, fire systems, structure and shared mechanical services.
The original developer is another area where the public record is incomplete. A number of property databases label the developer simply as Kieng Talay, and that secondary attribution is retained in the project record for discoverability. We did not find a separate legal developer entity that can be verified with confidence from a primary project source. A historical Supreme Court case names Kieng Talay Palace Co., Ltd. as the owner of several units in Kieng Talay Condotel, but ownership of inventory does not by itself prove that the company developed the building. For a 1988 resale condominium, this uncertainty is less operationally important than it would be for an off-plan purchase: today's buyer contracts with the current unit owner and relies heavily on the condominium juristic person. A portal's developer label is not verification of the legal developer.
Ownership format
A foreign buyer can register a unit as freehold only if that specific unit is available within the foreign quota and foreign ownership in the building remains within the statutory 49% of total unit area. Kieng Talay resale listings include units described under both foreign and Thai ownership, so the exact quota status must be confirmed before paying a deposit.
Unit types & sizes
This is the recurring base size in project profiles and current resale stock. A 40 sqm studio was listed on DDproperty at THB 1.4 million in August 2026, while other studios in the building are priced higher depending on renovation, outlook and ownership status.
The 80 sqm format appears in the project profile and is also represented by a current one-bedroom resale unit. Two bathrooms and this amount of space can be attractive in an older building, although the apartment's actual refurbishment and services matter more than the bedroom label alone.
Project-level data gives 84 sqm as the standard two-bedroom reference. Live resale stock also includes 86 sqm apartments and much larger units around 160 sqm, so the selected property's title and registered plan should take precedence over any generic project table.
The standard mix is not a complete catalogue for Kieng Talay. The building has been occupied since 1988 and some units have been altered or combined. The cards above are verified reference formats; the selected unit's title area and registered plan should control the transaction.
