Why this project is worth a look

Space first

The smallest published apartment is 61 sqm and the two-bedroom range reaches 119 sqm. That pushes The Liberty closer to a genuine long-stay home than to the compact resort-style product common in many new developments.

Pasak for daily life

The project sits inside Cherng Talay rather than on the beach, with Blue Tree, the Boat Avenue area and the Bang Tao–Laguna network within a short drive. The location works best for an owner who is comfortable using a car or scooter.

Milestone payments

After the contract instalment, much of the purchase price is tied to construction milestones and the last 10% is due at handover. That can improve cash flow, provided the contract defines each milestone and the consequences of delay clearly.

A real-sized community

With 324 apartments, this is a substantial residential scheme despite its low-rise form. Buyers gain a broader amenity and commercial mix, but should not expect the atmosphere of a tiny boutique condominium.

About the project

The Liberty by Wallaya is a new condominium in Pasak, within the broader Cherng Talay residential area. The easiest way to misunderstand it is to treat it as a beachfront resort project. It is not. The site sits inland from Bang Tao, in the part of Cherng Talay where everyday life is built around shops, restaurants, schools, fitness venues and the Laguna–Boat Avenue ecosystem rather than direct sand access. That makes the project more relevant to long stays, winter living and month-to-month residential use than to buyers whose main requirement is walking out of the lobby and onto the beach.

The product becomes more distinctive when you look at the floor plans rather than the renders. The smallest published apartment is 61 sqm. Other one-bedroom layouts are 63, 69 and 71 sqm; two-bedroom plans are listed at 96 and 119 sqm; penthouses are around 107–109 sqm. Those are generous sizes for a new condominium and they materially change how the home can be used. There is room for a proper living area, storage and a work setup rather than a hotel-room routine. Couples staying for several months, families and owners who actually plan to live in the apartment may value that space. The trade-off is a higher entry ticket than projects built around studios and compact one-bedroom units.

Wallaya presents The Liberty as a low-rise residence set inside a mixed-use community with a commercial component. The official project summary currently states 324 units. Open sources do not agree on the building count or even on how the storeys are described: FazWaz and Hipflat refer to six buildings and six floors, while several current agency presentations describe five residential buildings with seven levels. The developer’s own page shows plans from ground level through the sixth floor but does not print a separate building-count line. Rather than forcing a disputed number into the registry, it is safer to treat The Liberty as a substantial multi-building low-rise condominium and verify the latest master plan during unit selection.

The location is much clearer. The project is on Soi Cherngtalay 2 in Pasak, Choeng Thale, Thalang, Phuket, and the map link on Wallaya’s project page resolves to 7.990374, 98.316073. This is an inland Cherng Talay address between the Bang Tao lifestyle zone and the main Bandon–Cherng Talay road network. Wallaya lists Blue Tree at roughly 0.5 km, Catch Beach Club at around 3 km and Phuket International Airport at around 20 km; FazWaz places the nearest beach at about 2.6 km. The practical point is not the exact distance to the metre. Daily life here is significantly easier with a car or scooter than on foot.

The amenity package is designed as a residential community rather than a simple condo-with-pool proposition. Sources consistently mention a swimming pool, fitness centre, landscaped common areas, reception, security, CCTV, parking and commercial space. Several independent project presentations also give 166 car spaces, 40 motorbike spaces and about 1,056 sqm of commercial area. Those detailed capacities are not printed as standalone figures on the current Wallaya page, so they should still be checked against the latest master plan before purchase. The commercial component is useful for convenience, but buyers who want a purely residential compound should also consider the extra movement it may create around the shared areas.

Pricing needs the same level of caution. Several live primary-market pages still advertise a starting figure of THB 8.235M for the 61 sqm format, while FazWaz’s current project inventory starts at roughly THB 9.0585M. That can happen when the lower number belongs to an early price list, a limited allocation, a specific building or stock that is no longer freely available. The sensible way to use THB 8.235M is as a lower public market anchor, not as a promise that an apartment can be reserved today at that number. Published starting levels for larger plans are around THB 12.96M for 96 sqm and THB 16.065M for 119 sqm, with penthouse indications beginning at roughly THB 15M.

The staged payment schedule is straightforward. A published THB 100,000 reservation is followed by 30% on contract signing, another 30% when the superstructure is complete, two 15% instalments linked to later construction and furniture milestones, and the final 10% at handover. For a buyer, the attraction is cash-flow distribution rather than paying most of the price at the beginning. The risk is that a neat percentage table can distract from the contract. On an early-stage purchase, refund terms, delay clauses, the legal meaning of each milestone and the evidence required before an instalment becomes due are more important than the schedule itself.

As of 17 August 2026, the regulatory record still places the project at an early stage. The current EIA filing, report no. 256908-8, has been received into the system, but the approval letter number and approval date are blank, and the project status in that record says construction or project operation has not yet begun. At the same time, Wallaya’s own website publishes monthly Construction Update entries for June, July and August 2026. Those two facts should not be blended into a reassuring assumption. Until the government record shows approval, a buyer should verify the current EIA and permit position immediately before signing and again before making any major non-refundable payment.

The project owner shown in the government record is Wallaya Villa Development Co., Ltd., Thai company registration no. 0835564009790. The consumer-facing brand is Wallaya Villas. For a buyer, that distinction matters because a recognised brand name does not replace contract-level due diligence. The entity receiving money, the owner named in the project documents and the permits attached to the site need to align. In this case, the developer’s project page and the government EIA record point to the same Wallaya development company and the same Soi Cherngtalay 2 location, which is a useful identity check.

Foreign buyers also need to separate the phrase “freehold available” from the actual foreign quota position of the selected apartment. Current marketing material for The Liberty lists leasehold at the base price and a THB 10,000 per sqm premium for freehold. Thai condominium rules still cap foreign ownership at 49% of the condominium’s qualifying area, so paying a freehold premium does not by itself create quota. Before reservation, the buyer should obtain written confirmation that the selected unit can be transferred in foreign freehold and should check exactly which registration costs, taxes and fees apply to the chosen structure.

The Liberty therefore makes most sense when evaluated as a real home rather than as a headline investment product. Its strengths are the unusually large apartment sizes, the practical Pasak/Cherng Talay setting and a payment schedule that runs with the build. Those benefits are meaningful for buyers who intend to use the property and can wait until 2028. The counterweight is the project’s early regulatory stage and the current inconsistency in published building, floor and live-price data. If immediate occupancy and fully settled legal status are non-negotiable, completed Cherng Talay projects deserve a parallel look. If 2028 fits the plan, the decision should be made at the unit level—building, orientation, view, ownership quota, contract and current price—not from the project brochure alone.

Ownership format

Both structures are marketed for the apartments: leasehold at the base price and freehold with a THB 10,000 per sqm premium. A foreign buyer can hold freehold only within the condominium’s 49% foreign ownership quota, so quota availability must be confirmed for the selected unit before reservation.
