Why this project is worth a look
Small-building scale
Park Royal 1 is a single eight-storey building with only a few dozen apartments. Whether the correct historic count is 36 or 38, management quality and owner behaviour matter more in a building of this scale than they do in a large resort complex.
Completed resale product
Construction risk is no longer the central issue because the building was completed in 2009. The key questions are current common-area condition, building systems, the renovation history of the chosen unit, outstanding charges and management quality.
Pratumnak, not beachfront
The Soi 1 address places the building between central Pattaya and Jomtien, but inside the hill road network rather than on the beach or the main transport corridor. That can mean less through-traffic, but buyers without their own transport should test the route on foot.
Visible resale pricing
Traceable 2026 listings put the cleaner lower asking-price anchor around THB 2.5M, while larger units are listed far higher. This is an owner-by-owner resale market, so price only makes sense alongside registered area, condition, tenant status and ownership form.
Foreign quota exists
At least one active Lazudi unit is explicitly marketed as Foreign Quota freehold, showing that foreign freehold is used in the building. The remaining quota is not a permanent project-wide promise and must be confirmed for the selected unit before transfer.
About the project
Park Royal 1 is a small completed condominium on Pratumnak Hill, set on Phratamnak 1 Alley. It is the first phase of the Park Royal series rather than Park Royal 2 or Park Royal 3: the building has its own location, completion year and resale inventory. The strongest project records agree on a single eight-storey building completed in 2009. Lazudi, DDproperty and the architectural database Architizer report 36 units, while FazWaz and its syndicated copies report 38. The registry uses 36 because that figure is supported by several independent sources, but the discrepancy is kept visible rather than silently discarded. For a buyer, the bigger point is that this is a small resale condominium, not a new launch with hundreds of interchangeable units and a single developer price list. Availability depends on individual owners, the condition of each unit and the ownership status attached to that specific title.
Developer naming is less tidy than the building identity. Lazudi, DDproperty and Architizer attribute Park Royal 1 to Heights Holdings. My Pattaya Real Estate says Heights Residence Co., Ltd. appeared on early title deeds and describes it as a wholly owned Heights Holdings subsidiary. FazWaz instead lists Vistas Development Co., Ltd. Across the wider Pattaya portfolio, public sources sometimes use Heights Holdings and Vistas Development within the same developer group, but I did not find a primary corporate document for Park Royal 1 that conclusively maps every legal entity to its exact role in this project. That makes the buyer-side due-diligence rule straightforward: use Heights Holdings as the public developer brand, but rely on the unit title, condominium juristic-person records and the named seller in the contract when verifying the actual transaction.

The building sits at the base of Pratumnak Hill on an internal soi rather than directly on the beachfront. OpenStreetMap identifies Park Royal 1 as a distinct residential building at 12.91819, 100.86956, which is precise enough for a tight map radius. Pratumnak is geographically between central Pattaya and Jomtien, a useful position for people who split their time between the two, but the map can make access look simpler than it feels on foot. The building is inside the hill road network rather than on the main baht-bus corridor. A buyer planning to live without a car or motorbike should walk the route to Thappraya Road and the preferred beach or daily shops at the hours they would normally travel. That practical check often matters more than a straight-line distance.
The resale unit mix is not clean enough to present as a definitive original floor-plan catalogue. Lazudi describes available unit sizes roughly in the 40–107 sqm range. Traceable listings include 46 sqm studios, a 42 sqm one-bedroom unit and a 107 sqm one-bedroom unit on an upper floor. Those labels should be treated as descriptions of current resale stock, not proof of the building's original standard layouts. Over time owners can reconfigure interiors, and portals do not always classify studios and one-bedroom units consistently. The title deed is the reliable source for registered area, while an inspection tells you how the space is actually arranged today. This distinction is particularly important in an older boutique building, where two units with the same advertised size can have very different layouts, renovation quality and usable living space.
Park Royal 1 is now a completed secondary-market product. In late August and early September 2026, DDproperty showed a 42 sqm one-bedroom resale at THB 2.5M, while a separate Lazudi 46 sqm studio was also offered at THB 2.5M. DDproperty's visible stock extended much higher, including a 107 sqm one-bedroom unit at THB 14M. A single 'project price' therefore tells very little here. Floor, outlook, renovation, furniture, tenant status and ownership quota can all move the asking price materially. For this dossier, THB 2.5M is used as the cleaner lower market anchor from traceable listings, not as a promise of current stock and not as a developer price. The exact unit should be rechecked before any client-facing quotation.
Facilities are modest compared with newer resort-scale Pattaya developments, but the core building amenities are repeatedly documented: a communal pool, fitness area, security, CCTV, parking and a lift. FazWaz and older project descriptions also mention a jacuzzi and rooftop relaxation area, while some local profiles add reception and key-card access. The buyer question is not whether these items once appeared in marketing copy, but what is operating now and how well the common property is maintained. My Pattaya Real Estate publishes a common-area fee of THB 40 per sqm per month, payable one year in advance, and an older FazWaz unit record shows the same rate. Because this is a resale building, the current fee schedule, any unit arrears and any special assessments should be confirmed directly with the condominium juristic person.
Foreign ownership is possible in the building, but it is unit-specific. A Lazudi resale listing in Park Royal 1 is explicitly marked as Foreign Quota freehold. Under Thailand's condominium rules, foreign owners may collectively hold no more than 49% of the total unit area in a registered condominium, and the condominium juristic person provides quota confirmation for the transfer. That means two similar units in the same building can have different practical ownership options. A foreign buyer should verify quota availability before making any non-refundable payment, together with the title deed, seller identity, common-fee clearance and the agreed allocation of transfer costs. The existence of one foreign-quota listing is useful evidence that foreign freehold has been used in Park Royal 1; it is not evidence that every resale unit currently qualifies.

Lazudi gives a broad available-size range of roughly 40–107 sqm, so the cards above show traceable resale examples rather than claiming to reproduce the building's full original unit schedule.
