Time Square 7 is a large residential development by Megakim World Corp. Ltd. in Toul Kork. The site is positioned around the junction of Streets 335, 538 and 540 in Sangkat Boeung Kak 1. This is not a boutique building: public project material describes 700 apartments, multi-level parking, several amenity floors and a clear split between conventional flats and duplex residences. It is aimed at buyers who want a recognisable high-rise, a broad selection of on-site facilities and unit sizes ranging from an entry-level one-bedroom apartment to a substantial four-bedroom duplex.
The tower is presented with a sculpted façade and a sizeable podium. The official project page describes the structure as 47 floors above ground with two basement levels, while the marketing stack also labels a 48th-floor pool and gym and a 49th-floor sky lounge. This is why the development is commonly advertised as a 49-storey building. The registry follows that public-facing count, while the technical-versus-marketing floor-number discrepancy is retained as an explicit limitation rather than being silently reconciled.

Classic apartments are placed on floors 8–33 with a stated 3.1-metre ceiling height and layouts from 40 to 100 sqm gross, covering one, two and three bedrooms. That mix gives the project both a comparatively low entry ticket and a larger-format product for buyers who want double-height space.
IPS publishes both gross and net areas for the standard apartments. A 40 sqm one-bedroom is listed at 30 sqm net, the 47 sqm layout at 35 sqm net, the 60 sqm layout at 45 sqm net, the 76 sqm two-bedroom at 57 sqm net and the 100 sqm three-bedroom at 75 sqm net. This distinction matters when comparing asking prices, because the marketed floor area and the usable internal area are not the same. No verified gross-to-net breakdown was found for the duplex layouts, so their net areas have not been estimated.
Amenities are distributed through the building rather than concentrated on one deck. Official and agency pages refer to a ground-floor lobby and retail space, basement and podium parking, a recreation level with a lap pool, children's area, jogging track, barbecue pavilion, gardens and a shared kitchen, a dedicated club floor with entertainment and social rooms, and upper-level facilities including an infinity pool, sky gym and lounge. The final delivered specification, operating rules and any separate charges should be checked against current management and sale documents.
The lowest public price anchor found on the check date is $39,900. It comes from a marketing profile and should not be treated as guaranteed current stock. Other live market material is materially higher: IPS, for example, published a 60 sqm one-bedroom listing at $86,130. The difference is understandable in a building with multiple sizes, floors and product types. A useful comparison therefore needs the exact unit number, orientation, gross and net area, included finish, payment schedule and total transaction price confirmed by NovAsia.
How to compare gross and net pricing
Across the five published classic layouts, the net-to-gross ratio is consistent: 30 of 40 sqm, 35 of 47 sqm, 45 of 60 sqm, 57 of 76 sqm and 75 of 100 sqm are all approximately 75%. The calculation uses the IPS Cambodia area schedule already referenced in the project dossier. It must not be extended to duplex units because no verified gross-to-net split has been published for them.
To compare two available units, divide each unit's total price by its confirmed net area, then assess floor, view, orientation, balcony, finish and payment terms separately. Two apartments can show the same headline price per gross square metre while the one with less usable internal space is materially more expensive per net square metre; the offer sheet should therefore show the unit number, gross area, net area and total price together.
Completion timing is another area where public sources do not align perfectly. ERA gives Q2 2028, the current IPS portfolio uses 2028, while some other sales material refers to late 2027 or early 2028. The registry uses Q2 2028 because it is the most specific checked date, but it is not a substitute for a contractual handover commitment. A buyer should rely on the date, grace period and remedies written into the current SPA rather than on a promotional page.
Taken as a whole, Time Square 7 is a broad urban condominium proposition rather than a single-layout investment product. Its appeal comes from the combination of an accessible advertised starting point, conventional and duplex options, extensive parking and a long list of shared facilities. The practical due-diligence priorities are current inventory, the gross-to-net ratio of the chosen layout, final handover specification, the payment plan available on the transaction date and the binding completion terms.
Whether the selected unit can be registered to a foreign buyer
All advertised residential floors at Time Square 7 sit above ground level, but floor position alone is not sufficient. Cambodia's Law of 24 May 2010 permits foreign ownership of private units only from the first floor above ground upwards and excludes ground and basement levels. Sub-Decree No. 82 of 29 July 2010 limits foreign ownership to 70% of the combined surface area of all private units in the building, not simply 70% of the apartment count.
Before reserving, obtain written confirmation for the specific unit number that it forms part of the intended co-owned building scheme, is eligible for a strata title, is not classified as common property and remains within the available foreign-ownership surface quota. A general statement that the development is foreign-buyer friendly does not establish the status of one unit; the approved floor plan, private-unit designation, registrable area and current foreign-area allocation must align.

Project documents to obtain before a non-refundable payment
Before paying an amount described as non-refundable, request evidence for the project as well as for the seller: the current land title, the developer's right to develop or dispose of the site, the applicable real estate development business licence or permit, the construction permit, approved building plans and a document connecting the Time Square 7 trading name with the legal entity receiving funds. Prakas No. 047 dated 26 September 2023 governs real estate development business licences and permits and replaced the former Prakas No. 089.
The SPA, invoice, bank instructions and permits should match on the legal name, registration number, project identity, land parcel and authorised signatory. Where payment goes to another company, require a documented explanation of the payment chain; membership of the Megakim group or use of the Time Square brand does not by itself prove that the recipient is authorised to collect the purchase money.

What should be verified in a duplex unit's stated area?
Request a signed plan for the selected unit showing the boundaries of both levels and separate treatment of gross area, internal floor area, balconies, the staircase and any double-height void. The co-owned-building law links lot value to the surface of the private unit, so the advertised 60–160 sqm must reconcile with the area written into the SPA and future cadastral record; the 75% efficiency seen in classic layouts must not be assumed for a duplex.
How can I assess the future service charge when no rate is published?
Do not import a rate from another Time Square development: 25 advertised amenities, seven lifts, pools and club rooms create a specific to the project operating budget. Ask for the draft internal rules, allocation method, included services, reserve-fund policy and first operating budget; Article 17 of the 24 May 2010 law provides for owners to contribute to common-area maintenance in proportion to lot value unless an agreement or the internal rules provide otherwise.
