A resale marketed as a two-bedroom unit within roughly 34 sqm should be inspected as a potentially altered configuration rather than assumed to be an original plan.

The estate is administered through six separate condominium juristic persons. They coordinate on shared community matters, yet unit arrears, fees, repair decisions and foreign-quota letters are handled at the relevant entity level. A buyer should identify that entity before treating any project-wide statement about charges or ownership as applicable to the chosen apartment.
Condition matters most
The buildings date from the mid-2000s, so a 2026 purchase is an older-stock transaction. Electrical systems, plumbing, water ingress, windows, bathroom waterproofing, common stairs and top-floor roof exposure deserve more attention than launch specifications. Because the absolute purchase price is low, even a modest repair budget can materially change the economics of a cheap listing.

It sits in Khlong Kum, Bueng Kum, in eastern Bangkok and was developed under Thailand's National Housing Authority affordable-housing programme. A Chulalongkorn University study based on project and National Housing Authority material describes the full estate as 134 five-storey residential buildings containing 5,872 units. That scale is materially different from the 18-building, 788-unit figures repeated by several property portals. For a buyer, the distinction is not academic: a unit belongs to a particular building and condominium juristic person, and that is where fees, debt clearance, building management and foreign-quota confirmation have to be checked.
The construction timeline also needs to be separated from the later condominium-registration timeline. Project research records construction starting on 4 June 2004 and finishing on 23 July 2006, with residents being admitted from 2006. The 2010 date shown by many portals appears to reflect the legal registration of condominium sections rather than completion of the physical estate. Government property records support that reading: Baan Eua Arthorn Buengkum 3 is identified under condominium registration 6/2553, while a Land Department notice for Baan Eua Arthorn Buengkum 6 cites registration 11/2553. The useful buyer-facing interpretation is therefore that the housing was completed in 2006 and subsequently formalised into registered condominium entities in 2010.

Geographically, this is a broad residential compound behind the Bueng Kum District Office, with access from the Seri Thai 41 and Seri Thai 43 sois. Joint-management documents for the six juristic persons use the community-centre address at Soi Seri Thai 43 Yaek 3, Khlong Kum, Bueng Kum, Bangkok 10240. A Bangkok housing study drawing on National Housing Authority data plots two large Bueng Kum phases of 1,448 and 4,424 units at coordinates inside the estate. The coordinate stored here is therefore a project-level reference point, not a pin for a particular building. Viewing instructions should always include the building number because crossing a complex of this size is not the same as arriving at a single condo tower.
The original housing product was deliberately compact. Project research identifies 536 units of about 24 sqm and 5,336 units of about 33 sqm. Modern title-based and bank-sale records commonly show 33.25 sqm, which is also the size of several current resale units. Market advertisements may call these homes studios, one-bedroom apartments or, in a few cases, two-bedroom units of around 34 sqm. Those labels should not be treated as evidence of a broad original floor-plan catalogue. Over two decades, owners can add partitions, alter kitchens or simply market the same compact footprint differently. A buyer should compare the title area, actual internal layout and any alterations rather than choosing solely by the bedroom count in a portal filter.
Pricing in 2026 places the estate firmly at the low-cost end of Bangkok's condominium market. SAM currently shows a 33.25 sqm fifth-floor unit in Baan Eua Arthorn Buengkum 3 at THB 430,000. That is a distressed-asset sale and should be treated as a lower boundary rather than a normal market benchmark. A July 2026 listing for a 33.25 sqm unit in section 1 asked THB 490,000, while PropertyHub displayed a 33.25 sqm section-6 unit at THB 559,000 in early September. Other renovated or differently configured apartments can be higher. At this price level, the condition of electrical work, plumbing, windows, flooring, bathroom waterproofing and built-in furniture can represent a meaningful share of the purchase price, so the cheapest unit is not automatically the cheapest ownership outcome.
The shared environment is more like a dense residential neighbourhood than an amenity-led modern condo. The six juristic persons use a common community centre, and district-level records refer to a sports area in zone 1. Historic project research documented extensive surface parking but also found that actual vehicle ownership and evening parking demand created congestion and informal parking patterns. That history does not prove that every 2026 building has a parking problem, but it gives a sensible inspection priority: visit after working hours, look at access lanes and motorcycle parking, and ask the relevant juristic person about current parking rules. Generic portal facility lists are less useful than seeing the exact building in daily operation.
Management is decentralised. Baan Eua Arthorn Buengkum operates through six condominium juristic persons, numbered 1 through 6, which coordinate on estate-wide matters but maintain their own administrative responsibilities. Current 2026 meeting documents from juristic person 5 discuss utilities, arrears, insurance and maintenance work, while joint minutes show representatives of all six entities meeting on shared-community issues. A buyer therefore needs more than the project name when checking the financial health of the building. The debt-free certificate, current common charge, reserve position where available, pending repairs and any special assessments should come from the juristic person responsible for the exact building.
Foreign ownership requires an additional layer of verification. These are registered condominium units, so Thai law can permit foreign freehold ownership within the statutory cap of 49% of the total unit area of the relevant condominium. The cap is not measured across all 5,872 homes as one global pool if the estate is legally divided among separate registered condominiums. Current portal listings are often tagged Thai quota, which means an international buyer should not assume that a cheap resale unit is immediately transferable into foreign freehold. Before paying a material deposit, the buyer needs written quota confirmation from the correct juristic person, the unit title, a debt-free certificate and confirmation that the inbound-funds documentation will satisfy the Land Office.
Ownership format
The estate is registered as condominium property but is divided among multiple condominium juristic persons. A foreign buyer can take freehold title only within the statutory foreign quota of no more than 49% of the total unit area in the relevant registered condominium and subject to the required ownership and remittance documents. Current listings found are often marked Thai quota, so foreign-quota availability for the exact building and juristic person is not confirmed in advance.
