Why this project is worth a look
Readable scale
With 126 residences over eight floors, Céline is easier to understand as a residential building than as a self-contained resort city. A smaller scheme does not automatically mean quiet corridors or better management, but it gives buyers a clearer sense of how many households will share lifts, pools and common areas. In Wongamat, that places the project between older small condominiums and the much larger new towers along the North Pattaya coast.
Useful room sizes
The official range starts at 40 sq.m. and currently shows no studios. That matters in a market where entry prices are often built around 20–30 sq.m. micro-units. Céline's one-bedrooms at 40–54 sq.m. can separate sleeping, living and everyday storage more comfortably, while the two-bedrooms at 63–82.85 sq.m. are more plausible for long stays. Buyers are paying for Wongamat, but also for a unit mix that prioritises usable internal space.
Amenities in layers
The concept spreads leisure functions between the Pavilion, gardens, pool areas and underground parking rather than concentrating everything into one deck. If delivered as planned, that should give residents different places for exercise, quiet time and social use. The important caveat is timing: until the building is completed, amenity specifications remain design commitments. The final registered common property, operating rules and management budget should be checked before transfer.
Early-stage clarity
Céline already has detailed layouts, active market pricing and a structured payment plan, but the main construction has not started and the government environmental-assessment record does not yet show EIA approval. That is the defining trade-off. A buyer gets a longer runway to 2029 and can spread part of the purchase price through the construction period, while accepting pre-construction execution and approval risk. The location should be described accurately rather than promoted as something it is not. Céline is near Wongamat Beach, but the official material does not establish it as a true beachfront plot. The project address is given as Soi Na Kluea 16/3, while the Thai environmental-assessment record places it on Soi Na Kluea 16 in Na Kluea, Bang Lamung, Chon Buri. The sales gallery is listed separately at Naklua 16/1, so the showroom address and the development location should not be treated as interchangeable. In practical terms, this is an established North Pattaya neighbourhood with beach access, hotels, existing condominiums and straightforward connections toward Terminal 21 and central Pattaya.

The unit mix is unusually easy to read. The confirmed unit range shows one- and two-bedroom homes rather than micro-studios: one-bed layouts start at 40 sq.m., with 41.43 and 54 sq.m. alternatives, while two-bed designs run through 63, 77, 80 and 82.85 sq.m. This gives buyers meaningful steps between entry-level space and a home that can support longer stays, working from home or a couple with more storage and dining space. It also sets a clear limit. No three-bedroom collection is confirmed on the official project page, so households needing three proper bedrooms should not assume that a larger configuration will appear later.
The amenity concept is spread across several spaces. The amenity plan includes a Pavilion with a gym, sauna, studio, infinity pool and common area, plus Serenity Garden, the Aqua Court wellness pool and underground parking. The published amenity set also includes a yoga area, kids' room, co-working space and EV charging. A long amenity list is not the same as proven service quality, especially before construction. Buyers should eventually check which facilities are part of the registered common property, whether all phases open at handover, and how the management budget supports them. Those details will matter more to daily life than the renders. Current terms also show a common-area fee of THB 50 per sq.m. per month and a one-time sinking fund of THB 600 per sq.m.; both should be checked against the sale contract and the final condominium-juristic-person rules before purchase.
Pricing is already fragmented across the market. The lowest visible market listings are around THB 3.88M, while a number of current offers start closer to THB 4.2M. That spread can be explained by different floors, views, quotas, campaigns or agent-held stock, so it should not be forced into a single 'official' price. For this dossier, THB 3.88M is used only as the lowest visible market reference on 16 August 2026. A buyer still needs a live unit sheet showing the exact apartment number, floor, aspect, ownership quota, furnishing package and payment terms before treating any headline price as actionable.
Foreign ownership and the payment schedule are separate questions. Thai law allows qualifying foreign buyers to hold condominium units freehold only within the building's foreign quota, capped at 49% of the aggregate unit area. A separate foreign-quota payment schedule is currently published for Céline Wongamat: 30% at contract, 40% during construction and 30% on transfer, with a reservation payment beforehand. That does not prove that foreign quota remains available in every layout. Quota status should be checked for the specific unit before reservation, together with the identity of the contracting seller and the account receiving funds.
The project stage is the most important risk marker today. Thailand's environmental-assessment system contains a 2026 report entry for Céline Wongamat Condominium, but the approval-letter number and approval date are blank. The record states that the project has not yet started construction and that the site currently contains a one-storey sales office and a temporary two-storey workers' building to be removed before works begin. That makes 'planned' the defensible construction status as of 16 August 2026. The currently published completion target is 2029, including a Q3 2029 indication in active sales material, but buyers should treat that as a target rather than a regulatory or construction guarantee.
There is one corporate point that deserves documentary confirmation. Public project data identifies Shuen Jit Co., Ltd. as the developer, while Chandra Development Co., Ltd. appears as the project owner. Those can be different legitimate roles, but the public material reviewed does not clearly explain the relationship. Before paying a reservation or contract instalment, a buyer should see the sale agreement, the legal seller's company details, land documentation and the current approval trail. Apart from that corporate distinction, the project's identity is coherent across the strongest sources: Céline Wongamat, the Na Kluea/Wongamat location, eight floors, 126 residences and the same core one- and two-bedroom layout families.

Ownership format
A foreign buyer may hold a condominium unit freehold within the statutory foreign quota, capped at 49% of the aggregate unit area in the registered condominium. If the selected unit cannot be transferred within that quota, direct foreign freehold is not available; any leasehold alternative and its exact terms must be checked separately. Foreign-quota availability is unit-specific and must be confirmed before contract and transfer.
Unit types & sizes
The core one-bedroom layout with a separate bedroom, living room, kitchen, bathroom and balcony. It is the smallest confirmed format in the project, yet materially larger than a typical Pattaya studio. It should suit one person or a couple who want a real bedroom and usable living area without stepping into the larger price bands.
The corner version keeps the same 40 sq.m. area but is listed separately for its additional natural light and dual-aspect position. The advantage is orientation rather than extra floor area. Buyers should compare the actual floor and facing direction, because two units with identical size can have very different outlook, privacy and heat exposure.
A modest step up from Type A, presented by the project as an extended one-bedroom plan. The extra 1.43 sq.m. is not enough to judge value by area alone; what matters is where that space sits within circulation, storage and the living zone. This is a layout to compare by floor plan and furniture placement rather than by headline size.
The largest confirmed one-bedroom category. The official layout description includes a dining area and kitchen island, suggesting a home designed for more than short holiday stays. At 54 sq.m., it approaches the size of compact two-bedroom units in some newer developments, so the buying decision should compare the value of a generous one-bed against the next step into a true two-bedroom.
The entry two-bedroom format, with two bathrooms and a balcony. It adds a genuine second bedroom without jumping directly into the 77–83 sq.m. range, which may make it the most efficient choice for a small family, shared occupancy or a dedicated guest/work room. The key check is how much of the 63 sq.m. goes to the second bedroom, storage and circulation.
A larger two-bedroom with two bathrooms and a more generous balcony. The extra 14 sq.m. over Type C can make a meaningful difference for full-time living, but it also increases the purchase price and any area-based running costs. It is best suited to buyers who will actively use both bedrooms and the shared living space rather than simply paying for a larger number on the plan.
An 80 sq.m. two-bedroom with two bathrooms, dining area and kitchen island. This type is presented as having limited availability. That should not create artificial urgency, but it does mean buyers who care about a particular aspect or floor should request the live inventory rather than assuming the layout will remain broadly available.
The largest currently confirmed layout is 82.85 sq.m., with two bedrooms, two bathrooms, dining area, island counter and a larger balcony. It sits at the top of the project's current range for a family or couple wanting more room without moving into a three-bedroom product. Compare the internal usable area and balcony allocation on the actual plan rather than relying on the total figure alone.
