Inspect what exists

This is a finished, occupied building rather than an off-plan promise. A buyer can see the exact sea or inland view, check lift performance, walk the common areas, hear the real noise level and judge the pool and access roads before signing. That transparency is valuable, but Na Chom Thian is quieter and less walkable than central Pattaya, so the location works best for buyers who are comfortable relying on a car or ride-hailing.

Unusually broad layouts

The resale market covers far more than today's typical compact resort-condo format. Current stock ranges from roughly 38 sqm one-bedroom units to apartments around 200 sqm. That can suit full-time living or buyers who simply want more internal space. The caution is that portal bedroom labels are not always consistent and older units may have been altered, so title-deed area and approved plans should carry more weight than the listing headline.

Resale pricing is granular

THB 1.99M is a real lower asking-price anchor, but it is not a project-wide price promise. Larger, renovated or better-positioned units are listed much higher. Instead of applying one project price to every apartment, compare specific units on condition, floor, view, furniture, common-fee liabilities, title status and foreign-quota eligibility. In this building, unit-level differences are a central part of the investment case.

Foreign quota matters

Many current listings are marked Foreign Quota, while others are Thai Quota. A foreign buyer should never assume that a portal label guarantees registrability. The condominium juristic person should confirm the available foreign quota in writing for the intended transfer, and the buyer's remittance and Land Office paperwork should be structured accordingly before a substantial deposit becomes non-refundable.

Governance over cosmetics

Because the building has operated since 1995, the important questions extend beyond the apartment renovation. Review the juristic person's accounts, sinking fund, owner arrears, insurance position, major-work history and planned capital expenditure. A beautifully refurbished unit can still sit inside a building with underfunded common areas, while a dated apartment can be a rational purchase if the building itself is well managed.

The project's own site gives the address as 215 Moo 3, Na Chom Thian, Sattahip, Chon Buri 20250 and describes one 17-storey building on 4-0-01 rai of land. Major property databases date completion to January 1995. That makes the buying proposition very different from a new launch: this is a long-operating resale building where the condition, renovation history, title status and even the way units are configured can vary materially from one listing to the next.

The location is best understood as the Ban Amphur side of Na Chom Thian rather than central Pattaya. The building sits close to the coast while still connecting back to the Sukhumvit corridor. For some buyers that is the point: quieter surroundings, sea access and a less urban setting. For others it is a drawback because day-to-day life is not as walkable as central Jomtien or Pattaya. A car, taxi or ride-hailing service is likely to play a larger role. The project therefore makes more sense when the buyer actively wants this coastal trade-off rather than simply searching for any condominium carrying the Pattaya name.

Most established project profiles agree on the physical headline numbers: one building, 17 floors, completion in 1995 and 200 units. The 200-unit figure is repeated across several major property databases and local agency records. It is not completely clean, however. Some Thai databases show 87 or 275 units, while one major portal displays inconsistent counts within its own project record even though its narrative text also refers to 200. We use 200 as the working figure because it has the strongest cross-source support, but it should not be treated as registry-grade data until the condominium juristic person's documents are checked.

The developer and management labels need similar care. Multiple independent property databases identify House Development as the developer. The English version of the project's own website says the property is managed by House Development Co. Ltd.; the Thai version names Burapha Heaven Co., Ltd. as the manager. Those statements can coexist if one company is the historical developer and the other the present management operator, but the site does not clearly separate the two roles. For a resale buyer, the practical priority is the current juristic person, who can sign the foreign-quota certificate, confirm common-fee liabilities and provide the building's current financial information.

The resale inventory is unusually diverse by modern Pattaya standards. The official project site says living space starts at 37 sqm. Current marketplace stock ranges from compact one-bedroom units around 38–50 sqm to much larger two- and three-bedroom homes, with three-bedroom examples around 193–202 sqm. Studios listed by local agencies are often in the 50–70 sqm range. This should not be read as a verified original developer unit matrix. In a building of this age, some apartments may have been remodelled or combined, and listing portals do not always label bedroom counts consistently. The title deed area, approved plan and actual physical layout matter more than a category selected by an agent.

The amenity set is straightforward rather than elaborate. The project website lists a swimming pool, gym, garden, sauna, billiards room and a seminar or meeting room, together with 24-hour security and CCTV. A detailed current project profile places the pool, gym, garden and billiards area on the first floor and lists two passenger lifts plus one service lift. Several market profiles quote a common-area fee of THB 25 per sqm per month. For a building completed in 1995, however, the current fee alone says little about future ownership cost. A serious buyer should review the latest juristic-person budget, sinking fund, arrears, planned capital works and recent maintenance history before assuming that today's monthly charge reflects the building's real medium-term cost.

Pricing is fragmented because this is a resale market, not a developer inventory sheet. On 8 September 2026, current stock included a 37.6 sqm one-bedroom unit at THB 1.99M. Other small apartments were around THB 2.5–2.9M, two-bedroom stock started around THB 4.8–5M, and substantially higher asking prices applied to larger apartments. Those figures are not directly comparable without looking at the individual unit. Floor, view, fit-out, renovation quality, title status, foreign-quota eligibility and any unregistered alterations can easily matter as much as nominal floor area.

For a foreign buyer, freehold is possible only when the selected unit can be transferred within the building's foreign quota. Current listings include many units explicitly marked Foreign Quota, but there are also Thai Quota units. Thailand's 49% foreign ownership ceiling remains in force in 2026; proposals to raise it have not become law. The project-level listing label therefore does not settle the issue. Before paying a meaningful deposit, the buyer should obtain the juristic person's quota certificate for the specific transfer and confirm that the funds and transfer structure meet Land Office requirements.

Grand View Condo Pattaya can be compelling for a buyer who values space, an established seaside setting and the ability to inspect the finished building rather than bet on a future handover. It is less suitable for someone who wants new-build engineering, uniform finishes or a highly walkable city-centre lifestyle. The quality of the deal lives at unit level. Inspect the apartment and common areas in person if possible, reconcile the layout with the title documents, check common-fee and sinking-fund records, and treat the building's age as a due-diligence issue rather than either a flaw or a selling point by itself.

Ownership format

A foreign buyer can hold a unit in freehold in their own name if that unit can be transferred within the building's available foreign quota, which remains capped at 49% of the total condominium unit area under current Thai law. Current Grand View Condo Pattaya listings include units marked Foreign Quota as well as Thai Quota stock. The selected unit's status and the building's remaining quota should be confirmed in writing by the condominium juristic person before transfer.
