The main project databases converge on 474 units and a maximum height of 30 floors; more detailed local profiles describe Tower A as 30 storeys and Tower B as 29. Those numbers matter because they define the kind of property this is: a large established vertical community with many view-oriented apartments and a deep resale pool. It is not a boutique building where most units are broadly interchangeable. Within The Peak Towers, floor, orientation, renovation quality, furniture, exact sea exposure and ownership quota can have a greater impact on value than the project name itself.

The most consistent completion year is 2016, with FazWaz specifying February 2016 and both PropertyHub and DDproperty also placing completion in 2016. A few older or local agency pages show dates ranging from 2014–2015 to 2017–2018, so it would be misleading to blend those dates into an invented average. In practical terms, this is now a mature resale building. A buyer is evaluating an operating condominium rather than buying a construction promise. You can inspect the actual corridor, lift, parking and pool condition, test noise at the specific unit, see the real view and understand how the juristic office is functioning. That removes off-plan completion risk but replaces it with a different job: choosing well inside an ageing, fairly large development and not overpaying for a weak unit.

Developer attribution needs a little care. FazWaz, Dot Property, Pattaya Prestige and several Pattaya agencies identify Vistas Development Co., Ltd., while a Pattaya Mail article from 2011 reported that Vistas Development had launched The Peak Towers. At the same time, many local sources associate the scheme with Heights Holdings, and one detailed project profile describes Vistas Development as the registered project company within the Heights Holdings group. The most useful buyer-facing interpretation is therefore Heights Holdings as the broader developer group or brand, with Vistas Development Co., Ltd. as the project entity most consistently attached to The Peak Towers in project records. DDproperty currently displays Ocean Residence Property in its structured developer field, even though its own narrative section also names Heights Holdings. That discrepancy does not appear to point to a different building, but it is material enough to preserve and to verify against the specific unit's title and condominium-juristic documentation during legal due diligence.

The setting is one of the property's main arguments. Soi Kasetsin 9 runs through the Pratumnak/Cozy Beach side of South Pattaya, between central Pattaya and Jomtien. The area is hilly and combines residential towers, hotels, restaurants and access roads leading down toward smaller beaches. The Peak Towers is not a direct-beachfront project with private beach access, but it is clearly part of the coastal cluster. Sources describe the beach as walkable, yet published distance figures vary, so this dossier deliberately avoids pretending there is one exact number. The topography also matters: a short line on a map can involve a slope that changes the comfort of walking, especially in heat or rain. By car or motorbike, Pratumnak links toward Bali Hai and central Pattaya in one direction and Jomtien in the other, although real travel time is traffic-dependent.

The common facilities are substantial for a mid-2010s condominium. Multiple sources confirm pools, a gym, sauna, parking, 24-hour security and CCTV. A rooftop pool on Tower A is repeatedly mentioned, along with another pool on the second level; FazWaz places the communal pool and gym on the second floor and the reception/lobby on the first. Other recurring amenities include landscaped relaxation areas, barbecue space, a children's area, reception services and restaurant or café facilities. On a resale purchase, the facility list should be treated as the start of due diligence, not the end. The meaningful questions are what is actually open today, how well the equipment and waterproofing are maintained, whether the common-area budget is healthy and whether owners are paying fees on time. In a building completed in 2016, management quality can materially influence both day-to-day experience and resale liquidity.

The active market is concentrated around three practical layout bands. Studios are commonly around 30–32 sqm, one-bedroom apartments around 43–47 sqm, and two-bedroom homes around 81.5–92 sqm. Older project descriptions also mention one-bedroom layouts around 62 sqm and larger residences, including penthouse-type units, but the current resale inventory is most visibly populated by the three core formats. That makes the building relatively easy to shop comparatively: a studio is the compact entry point, a one-bedroom is the more conventional option for a single resident or couple, and a two-bedroom starts to compete with larger apartments in newer Pattaya projects. Within any category, orientation deserves careful attention. A listing may use the phrase 'sea view' for anything from a broad open panorama to a narrow angled glimpse, and future view protection is not guaranteed by the wording of an advertisement.

Resale pricing is broad rather than uniform. PropertyHub had multiple fresh listings on 2 September 2026 across studios, one-bedroom and two-bedroom units, with a specific 30 sqm studio asking THB 2.2M providing the lower market anchor used in this record. Other platforms show both cheaper headline ranges and materially more expensive apartments, especially on higher floors or with larger layouts and stronger views. That is why a single 'price from' can be deceptive here. Two units with similar floor area can diverge on renovation, furniture, floor, exposure, ownership quota, seller urgency and even the quality of the view. The published starting figure should therefore be read only as a search threshold. It is not a promise that a suitable foreign-quota apartment is available at that price.

For an overseas buyer, the ownership quota is a core legal filter. Thailand's official government information confirms the statutory rule that foreign ownership in a registered condominium cannot exceed 49% of the aggregate unit area. The current The Peak Towers market visibly contains units labelled as foreign quota, Thai quota and company ownership. That makes the generic phrase 'freehold condo' incomplete. If the buyer wants title registered directly in their own name, the specific apartment must be eligible for foreign freehold and the condominium juristic person must be able to certify the foreign-ownership proportion for transfer. Before any non-refundable commitment, the buyer should also verify outstanding common fees, title encumbrances, transfer-cost allocation and the seller's authority to transfer. A completed resale can be legally straightforward, but only when the exact unit paperwork matches the marketing description.

The Peak Towers therefore works best as an established Pratumnak option rather than as a new-development story. Its strengths are the high-rise views available in many stacks, a more extensive amenity package than basic condominium buildings, and a coastal location that sits between Pattaya and Jomtien. Its main limitation is the other side of the same scale: with hundreds of apartments and a building now around a decade old, condition and management vary in importance more than launch-era marketing. The sensible way to buy here is to inspect several units in the project back-to-back, compare actual view lines and noise, ask for foreign-quota and juristic-office documents early, and benchmark the fully loaded purchase price against newer alternatives. The Peak Towers can be a good fit, but the decision needs to be made at unit level rather than from the project name alone.

A foreign buyer can hold a condominium unit in freehold only within the foreign quota, capped at 49% of the aggregate unit area in a registered condominium. Current The Peak Towers listings include both foreign-quota and Thai-quota units, so the exact ownership status must be confirmed for the specific apartment before purchase.
