The Cloud has been completed and operating since 2016. Buyers can assess the real common areas, management standard and apartment condition instead of relying on a construction promise, which is a meaningful advantage in a resale-led purchase.

Pratumnak without beachfront pricing

Kasetsin Soi 2 sits within the Cosy Beach part of Pratumnak, close to the waterfront but not on the front row. The compromise is useful for buyers who want access to the beach and central Pattaya without living directly in the busiest tourist strip.

High-rise, not mega-scale

The developer states 20 floors, 161 units and no more than 12 apartments per floor. The project still delivers a tower experience, including an elevated pool level and rooftop common space, without the density of Pattaya’s very largest condominium schemes.

More than compact units

The original mix spans studios, one- and two-bedroom apartments, duplexes and penthouses. That gives owner-occupiers more choice than a purely investor-oriented studio building, although every resale should still be matched against its title area and actual current layout.

Resale pricing creates choice

Current asking prices vary materially within the same building. Floor, outlook, foreign-quota status, furniture and renovation condition can justify part of that spread, so the best value is found by comparing individual apartments rather than treating the lowest headline price as the price of The Cloud.

About the project

The Cloud is a completed high-rise condominium on Pratumnak Hill in the Cosy Beach area. It is no longer a development-stage purchase: the building was completed in December 2016 and the market today is largely resale-led. That changes the due-diligence priorities. A buyer is not relying on a construction timetable or a future amenity promise; the relevant questions are the condition of the actual unit, how the common property is being maintained, current building charges, the seller’s title, the foreign-quota position and what is included in the sale.

Global Top Group is the developer. Its current project page states that The Cloud has 161 condominiums in one 20-storey building and rises 80 metres. That makes it a visually prominent tower on Pratumnak without putting it in the same scale as Pattaya’s very large resort-style complexes. The developer also says each floor is limited to no more than 12 units. For buyers who want a high-rise address but dislike very dense buildings, that is a useful part of the project’s character, although the feel of a particular floor still depends on the apartment mix and occupancy pattern.

The location is one of the clearer reasons to shortlist the building. The Cloud sits on Kasetsin Soi 2 in the Pratumnak–Cosy Beach pocket, between central Pattaya and Jomtien. It is not a direct beachfront condominium and should not be evaluated as one. The developer describes Cosy Beach as roughly a five-minute walk away. The trade-off is practical: residents can reach the busier parts of Pattaya without living directly on Beach Road or in the nightlife core, while still having restaurants, convenience services and the Pratumnak waterfront within the surrounding neighbourhood.

The amenity layout is more useful than a generic checklist suggests. Project databases place the communal swimming pool and gym on the 10th floor, with a shared garden area on the rooftop. The developer lists a pool, sauna, steam room, fitness centre and parking, together with 24-hour security, CCTV, fire stairs, fire alarm, smoke detectors and sprinklers. Because this is a mature building, however, a buyer should judge these facilities in their present condition. The original specification is only the starting point; maintenance quality and the condominium juristic person’s management matter more now than launch-era marketing.

The unit mix covers more than small holiday apartments. Common project records describe 25 sqm studios, one-bedroom units of roughly 26–49 sqm, two-bedroom units around 48–53 sqm, 76 sqm duplexes and penthouses of about 117 sqm. Resale stock can differ slightly from those original ranges because units may be combined, altered or simply described differently by agents. The useful conclusion is that The Cloud offers both compact entry-level apartments and genuinely larger formats, but every live listing still needs its own floor plan and title-area check.

Pricing should be read as a resale market rather than a developer price list. DDproperty showed asking prices from THB 2.36M on 6 September 2026, while other major platforms showed higher lower bounds. That spread is normal in a completed condominium where floor, view, quota, furnishing, renovation and seller motivation vary. The cheapest advertisement in the building is not a project-wide valuation. When comparing two apartments, the total price should be read alongside area, price per square metre, floor, orientation, actual sea exposure, furniture condition and any immediate refurbishment need.

Foreign ownership is a unit-specific issue. Thai condominium law allows qualifying foreign purchasers to own units freehold within the building’s statutory foreign quota, capped at 49% of the aggregate unit area. Current The Cloud listings show both foreign-quota and Thai-quota apartments. A foreign buyer therefore cannot assume that every resale in the building is immediately transferable into foreign freehold simply because the property is a registered condominium. The quota letter and transfer documentation for the selected unit should be checked before a reservation becomes financially meaningful.

Views deserve the same unit-by-unit treatment. The tower’s height and hill position allow some apartments to look toward the sea, but current listings include sea, partial-sea, city and other outlooks. Lower and mid-level units can be more affected by neighbouring buildings and future changes in the immediate skyline. A buyer looking for a home may prefer a quieter orientation even without the strongest sea view; a buyer focused on future resale may place more value on an open outlook. Either way, the view should be confirmed from the actual unit rather than inferred from the tower’s promotional photography.

The Cloud is most straightforward for someone who wants a finished Pratumnak condominium and is comfortable selecting from existing resale stock. The advantage is that the building, common areas and neighbourhood can all be inspected as they are. The complication is that two apartments with the same bedroom count may be very different purchases. Seller documentation, quota status, renovation history, furniture, outstanding common charges, view and transfer terms can matter more than the original brochure. The project is therefore easy to understand at building level, but the transaction still needs to be judged apartment by apartment.

Ownership format

A foreign buyer may own a condominium unit freehold within the statutory foreign quota, capped at 49% of the aggregate unit area of the registered condominium. Current The Cloud resale listings include both foreign-quota and Thai-quota units, so the exact quota status must be verified for the selected apartment before money is committed.

The smallest original format in the project. For personal use, storage and the usable kitchen arrangement matter more than the label; for rental-oriented buying, furnishing condition and the actual outlook can materially change the unit’s appeal.

1 bedroom
approximately 26–49 sqm

The broadest category by size. Smaller one-bedrooms behave more like compact investment units, while the upper end can be much more comfortable for longer stays. Layout efficiency, balcony size and kitchen placement are worth comparing alongside the title area.

2 bedrooms
approximately 48–53 sqm

A practical format for a couple, small family or buyer needing a guest room or office. Current resales show different bathroom counts and fit-outs, so the same bedroom count does not automatically mean the same functional layout.

Duplex
about 76 sqm

A less common format that separates living space over two levels. The specific unit matters: stairs, ceiling volume, bathroom placement and any owner alterations can have more impact on day-to-day usability than the duplex label itself.

Penthouse
about 117 sqm

The largest format in the original project mix. With a unit of this size, the real panorama, interior condition and renovation history become major value drivers because refurbishment can materially change the total acquisition budget.

  • Different databases label the subdistrict as Nong Prue or Na Kluea. The Kasetsin Soi 2 street location and the point embedded in the developer’s map are consistent; the administrative designation for a specific apartment should be checked against its title and condominium documents.
