The development was completed in late 2017 and is arranged as three eight-storey residential buildings around a large internal pool courtyard. That shifts the buyer's due-diligence priorities. Construction risk is no longer the main question; the relevant issues are the condition of the selected unit, the current standard of common-area maintenance, any outstanding juristic-person fees, the title, and whether the unit can actually be transferred into foreign ownership.

The address is on Soi Bongkot 8 in Nong Prue, Bang Lamung, Chon Buri. This is an inner-city Pattaya location rather than beachfront real estate. It works well for buyers who want access to the central shopping, dining and entertainment grid without paying primarily for a seafront position. Third Road, Soi Buakhao and the central retail area are within the broader neighbourhood, while the beach is a trip rather than an immediate doorstep amenity. That distinction matters: City Center Residence should be compared with other central urban condominiums, not with projects whose main value proposition is direct beach access.

Matrix Developments is consistently identified as the developer, and the project's name still appears on Matrix's own website. The developer history is useful for establishing identity, but most purchases in the building today are resale transactions. The contractual counterparty is therefore normally an existing owner, not Matrix. A resale buyer should focus on the unit title, the seller's authority, a debt-free certificate from the condominium juristic person, the ownership quota and the physical condition of the property rather than relying on the original sales brochure.

The central courtyard is the project's defining shared feature. Sources consistently describe a large pool, children's pool, fitness facilities, sauna, jacuzzi or hydrotherapy area, garden space, children's facilities, lobby areas, parking, 24-hour security and CCTV. The breadth of the amenities is useful, but their present condition matters more than the launch specification in a building that has been operating since 2017. A sensible viewing should include the pool deck, lifts, corridors, parking areas and access control, not just the apartment.

The original unit mix is compact. Studios are generally around 24–26 sqm and one-bedroom apartments around 35–49 sqm. Two-bedroom information is less uniform. Project profiles often quote roughly 70–71 sqm, while the current resale market also contains two-bedroom combinations or reconfigured units closer to 50 sqm. That is a good example of why a resale buyer should work from the registered area and actual floor plan of the chosen unit, not assume that every listing follows the original catalogue layout.

These are asking prices from the secondary market, not a developer price list and not a promise of stock. They are most useful as a first budget screen before comparing the actual condition, view, floor, furnishing, ownership and seller terms of individual units.

Rental demand exists because the project sits inside the central Pattaya urban fabric and offers small, easily furnished units with a substantial communal pool area. That does not make any advertised yield reliable. Net performance depends on the acquisition price, achievable rent, vacancy, agent or management fees, common charges, maintenance, furnishing replacement and the unit's condition. A pool-view apartment in good shape can behave very differently from a cheaper outward-facing studio that needs refurbishment. The right comparison is net cash flow from specific units, not a generic return percentage attached to the project name.

For owner-occupiers, the project makes the most sense when city access is more important than a beachfront address. The internal pool garden creates some separation from the surrounding streets, yet this remains a large condominium. Sources disagree on whether the development contains 639 or 668 units, which in either case means a meaningful resident and tenant population. Buyers who are sensitive to noise or want a low-density residential environment should view at different times of day and check how the building is actually occupied, rather than infer privacy from the landscaped courtyard alone.

The practical way to buy here is to treat every apartment as its own transaction. First establish that the selected unit can be legally transferred to the buyer under the required ownership structure. Then verify title, condominium-juristic-person dues, condition, alterations and furniture. Only after that should the asking price be compared with genuinely similar units inside City Center Residence. This sequence turns the project's real advantages — central location, completed status, a broad amenity package and relatively accessible resale entry prices — into verifiable facts rather than sales claims.

There is one data-quality issue worth keeping visible. Major property databases report both 639 and 668 units. Building counts are also inconsistent because some catalogues show four buildings, while detailed descriptions repeatedly refer to three residential blocks; one independent project profile separately identifies a commercial building. The figures should not be averaged into a false compromise. The discrepancy does not prevent identification of the project, but an official condominium-juristic-person document would be the best way to confirm the registered count.

Ownership format

A foreign buyer can hold a condominium unit freehold if that specific unit can be transferred within the building's foreign quota, which under current Thai law is capped at 49% of the total condominium unit area. A unit advertised under Thai quota should not be assumed to be available to a foreign buyer on the same terms. Outside an available foreign quota, a leasehold structure may be possible if the particular transaction provides for it; that is not ownership, the registered lease term is generally capped at 30 years, and future renewals should not be treated as guaranteed. The ownership structure needs to be checked before a deposit is paid.
