The site covers 13,800 sqm in the Kata area, administratively within Karon, Mueang Phuket. A current business-map listing and the recently updated PHUKET.PRO database place Phenomenon at 223 Koktanod Road, Karon, Mueang Phuket District, Phuket 83100. This is a hillside site, so the practical experience of the location depends on gradient as much as straight-line distance. The earlier Phuket9 master plan and multiple current marketplace profiles show a cluster of low-rise residential buildings together with townhouses and a separate hotel component. Marketplace statistics typically describe five floors and nine buildings, while the narrative master-plan descriptions commonly refer to eight condominium buildings, 27 townhouses and one hotel. This page classifies the subject as a condominium because the buyer product covered here is the apartment component; the townhouses and hotel are parts of the wider Phenomenon master plan, not alternative apartment types in this record.
The most important live discrepancy is unit count. Phuket9's current project page states 293 units, while the earlier official presentation and active profiles on FazWaz, Dot Property and other platforms continue to show 390. We do not average those figures. The registry uses 293 because it is the newer first-party number, but a purchaser should obtain the current approved master plan before reservation. A reduction or redesign in unit count can affect building configuration, density, facilities and phasing, so the plan attached to the present sale documentation matters more than a historic marketing diagram.
As of 26 August 2026, Phuket9 describes the project as under construction. The clearest current completion reference outside the present developer page is December 2027, repeated by FazWaz, LivePhuket and PHUKET.PRO. Older pages still carry 2026, while an old Phuket9 page displays Q4 2028. December 2027 is therefore a useful current market reference, not a guaranteed delivery promise. What controls a buyer's risk is the date written into the sale and purchase agreement, the contractual definition of handover, any grace period and the remedies if completion moves again.
The apartment mix also shows signs of revision. Phuket9's current page only commits publicly to units starting from 31 sqm. An earlier official sales kit contains studio plans around 35.43–44 sqm and one-bedroom plans around 51.32–60.05 sqm. A current PHUKET.PRO page also shows 37 sqm examples and a 74 sqm two-bedroom format. Those data points should not be collapsed into a single timeless range. They confirm that several layouts have existed or been marketed, but the buyer still needs the current plan for the exact unit, building, floor and registered area being purchased.
The current developer page highlights a pool, covered parking, landscaped infrastructure, furnished residences and rooftop areas. The earlier official materials and major marketplace profiles add more detail: rooftop pools, garden areas, a gym, underground parking, security and CCTV, plus restaurant and retail space within the wider scheme. During construction, the useful question is not simply whether an amenity appears in a render. The buyer should confirm which facilities form part of the condominium common property, which belong to the hotel or commercial component, what access rights apartment owners receive and what is contractually due at handover.
FazWaz currently publishes a common-area management fee of THB 60 per sqm per month and a sinking-fund contribution of THB 500 per sqm. These are meaningful figures for ownership budgeting, especially for a compact resort apartment held for several years. They are not stated on Phuket9's present public project card, so they should be treated as provisional until confirmed in the current price list, management terms or sale documentation. When comparing two units, the acquisition price alone is not enough; recurring charges scale with area and can change the long-run cost of ownership.
The lowest public market anchor found on the review date is THB 4.49 million on FazWaz. PHUKET.PRO shows a higher starting point of roughly THB 5.544 million. That gap does not automatically make either source wrong because marketplaces may be exposing different buildings, sizes, views, tenure quotas or remaining stock. We therefore use THB 4.49 million only as a lower market reference, not as a NovAsia offer. Before reservation, the exact unit number, total purchase price, furniture package, tenure, payment schedule and one-off fees all need to be reconfirmed.
For an overseas buyer, the ownership framework is the standard Thai condominium framework. Foreigners may hold registered condominium freehold within the statutory foreign quota, which cannot exceed 49% of the total unit area of the registered condominium. Availability of that quota is unit-specific and must be confirmed through the condominium and transfer documentation; it does not follow automatically from a listing label. If a seller proposes leasehold instead of foreign freehold, the term, registration, renewal language and rights on expiry need their own legal review rather than being treated as equivalent to title ownership.
Phenomenon's appeal is not one isolated feature. It is the combination of a Kata address, a low-rise hillside plan, furnished resort-oriented apartments and a broader amenity concept. At the same time, the project is a good example of why off-plan due diligence needs to be unit-specific: the public record still contains two generations of the scheme. A serious buyer should work backwards from the selected apartment to the documents — building, current floor plan, registered area, quota status, contractual completion date and the exact common facilities promised. That approach preserves the upside of the concept without relying on a marketing return claim or an outdated brochure.

A foreign buyer can hold a condominium unit as freehold within the statutory 49% foreign-ownership quota of the registered condominium's total unit area. Quota availability and the tenure of the selected unit must be confirmed before reservation; if foreign quota is unavailable, any leasehold structure needs a separate review.

The earlier official sales kit shows several studio layouts in this band, including 35.43, 38.7 and 44 sqm. The current developer page now states that units start from 31 sqm, so these plans confirm a documented layout family but do not replace the current drawing for the selected apartment.
The official presentation contains one-bedroom plans from roughly 51.32 to 60.05 sqm, including 52, 53 and 53.67 sqm examples. Current marketplace pages also show other sizes, so the layout code and contract drawing for the chosen unit matter more than treating the older brochure range as permanent.
The current PHUKET.PRO project page shows a 74 sqm two-bedroom format, but no live inventory is displayed for that layout at the review date. It is therefore evidence of a published plan, not evidence that a unit is currently available; building, stock and price need a fresh check.
